AN ORDINANCE relating to fees charged by the Seattle Animal Shelter; and amending Chapter 9.26 of the Seattle Municipal Code.

WHEREAS, the Seattle Animal Shelter is committed to providing compassionate and quality care to pets; and
WHEREAS, the Seattle Animal Shelter’s spay and neuter services provide an opportunity for all Seattle residents, regardless of income or economic status, to obtain high quality, low priced sterilization services;
WHEREAS, to ensure a successful sterilization surgery, other procedures may be necessary;
WHEREAS, the proposed fees in this legislation will allow the Seattle Animal Shelter Spay and Neuter Clinic to recover surgical service costs for specialty care and procedures while continuing to provide low-cost services to Seattle citizens; and
WHEREAS, the City’s Pet Population Control Fund provides financial support to help Seattle residents in need obtain animal health services; and
WHEREAS, the Seattle Animal Shelter provides important animal control services to respond to animal bites, aggressive animals, injured or sick animals, animal abuse, neglect, or cruelty, or an animal-related threat to public safety; and
WHEREAS, it is a policy of the Seattle Animal Shelter that animal control officers are dispatched in pairs; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS:
Section 1. Section 9.26.060 of the Seattle Municipal Code, last amended by Ordinance 125450, is amended as follows:
9.26.060 Spay and Neuter Clinic fees
The fees at the Seattle Animal Shelter Spay and Neuter Clinic shall be:
A. Surgery fees:
Cats
Spaying ..... $108

Dog neuter under 50 pounds ..... $144
Dog neuter 50-80 pounds ..... $162
Dog neuter over 80 pounds ..... $186
Dog spay under 50 pounds ..... $156

Rabbit spay or neuter ..... $90
Animals other than cats, dogs, and rabbits may be spayed or neutered at the discretion of the Director of Finance and Administrative Services, or the Director's designee, who shall charge a fee for the service that is based upon estimated costs, not to exceed $120 per hour of surgery. ((Effective January 1, 2018, the)) The Director is authorized to adjust these fees as necessary to ensure the fee revenues are sufficient to support the spay and neuter services provided by the Seattle Animal Shelter, provided that the revenue for these fees shall not exceed costs for such services. Whenever the Director adjusts these fees, the Director shall file a schedule of these fees with the City Clerk.

Section 2. Section 9.26.020 of the Seattle Municipal Code, last amended by Ordinance 125193, is amended as follows:
9.26.020 Cat, dog, or goat license fee
A. Unless a license with an automatic second year renewal is purchased as authorized in subsection 9.26.020.B ((of this section)), the fee for each annual cat, dog, or miniature goat license and for each annual period of renewal shall be:

Section 3. Section 9.26.025 of the Seattle Municipal Code, last amended by Ordinance 124039, is amended as follows:
9.26.025 Potbelly pig license fee
A. The fee for the initial annual potbelly pig license shall be ((One Hundred Twenty Dollars $120)) $126.
B. The fee for each annual period of license renewal for potbelly pigs shall be ((Thirty Dollars $30)) $32.
C. ((Late)) The late fee for renewal of a potbelly pig license more than 30 days after its expiration ((… $10)) shall be $15.
D. ((Lost)) The fee for replacing a lost potbelly pig license tag shall be $5.
Section 4. Sections 1, 2, and 3 of this ordinance shall take effect on January 1, 2019.
Section 5. This ordinance shall take effect and be in force 30 days after its approval by the Mayor, but if not approved and returned by the Mayor within ten days after presentation, it shall take effect as provided by Seattle Municipal Code Section 1.04.020.
