BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS:
Section 1. The Mayor or the Mayor’s designee, the City Attorney, the Fire Chief, the Chief of Police, the City Librarian, the Superintendent of Parks and Recreation, and the General Manager & Chief Executive Officer of Seattle Public Utilities are authorized to accept the following non-City funding from the grantors listed below; and to execute, deliver, and perform, on behalf of The City of Seattle, agreements for the purposes described below. The funds, when received, shall be deposited in the receiving funds identified below to support future appropriations, or in support of, or as reimbursement for, the corresponding appropriations set forth in the ordinance introduced as Council Bill 119720.

The Urban Search and Rescue (US&R) grant program provides support and funding to maintain the readiness of the National Urban Search & Rescue Response System. US&R Task Force Sponsoring Agencies are directed to use the funding to meet the following objectives: provide task force administration and management, training, equipment cache procurement, and maintenance and storage. FEMA provides funding for the Urban Search and Rescue Task Force (US&R Task Force) (a team of individuals specializing in urban search and rescue, disaster recovery, and emergency triage and medicine) to be deployed to emergency and disaster sites as needed. |

Activities implemented under SHSP must support terrorism preparedness by building or enhancing capabilities that relate to the prevention of, protection from, mitigation of, response to, and recovery from terrorism in order to be considered eligible. However, many capabilities which support terrorism preparedness simultaneously support preparedness for other hazards. |

The Urban Areas Security Initiative (UASI) Program assists high-threat, high-density Urban Areas in efforts to build and sustain the capabilities necessary to prevent, protect against, mitigate, respond to, and recover from acts of terrorism. The UASI program is intended to provide financial assistance to address the unique multi-discipline planning, organization, equipment, training, and exercise needs of high-threat, high-density Urban Areas, and to assist these areas in building and sustaining capabilities to prevent, protect against, mitigate, respond to, and recover from threats or acts of terrorism using the Whole Community approach. Activities implemented with UASI funds must support terrorism preparedness by building or enhancing capabilities that relate to the prevention of, protection from, mitigation of, response to or recovery from terrorism in order to be considered eligible. However, many capabilities which support terrorism preparedness simultaneously support preparedness for other hazards. |

This item accepts a loan from the Washington State Department of Commerce as awarded by the Public Works Board for up to $10,000,000 to fund the construction of the Pearl Street Combined Sewer project. This project will construct a new 250,000-gallon underground sewage storage tank with associated above ground facilities needed for operations in the west Beacon Hill area of Seattle to help bring the City into compliance with State and Federal regulations. This is an existing SPU project and the acceptance of this loan is not associated with adding new positions or appropriation. This funding will be paid to SPU on a reimbursement basis through the construction of the project. This loan will be paid back over 20 years with a 1.58% interest rate starting when construction is complete. |

Section 4. Any act consistent with the authority of this ordinance taken after its passage and prior to its effective date is ratified and confirmed.
Section 5. This ordinance shall take effect and be in force 30 days after its approval by the Mayor, but if not approved and returned by the Mayor within ten days after presentation, it shall take effect as provided by Seattle Municipal Code Section 1.04.020.
