A RESOLUTION adding the West Seattle Bridge emergency closure and repairs to the Watch List of capital projects for enhanced quarterly monitoring established in Resolution 31931.

WHEREAS, in Resolution 31931, the Seattle City Council ("Council") established a Watch List of large, complex, discrete capital projects that will require enhanced quarterly monitoring reports for the 2020 calendar year; and
WHEREAS, under normal conditions, the West Seattle Bridge is the busiest roadway in the City of Seattle, handling some 100,000 vehicle per weekday along with 17,000 transit riders, and ferry traffic from Vashon Island and Kitsap County; and
WHEREAS, on March 23, 2020, the Seattle Department of Transportation closed the high-rise West Seattle Bridge to all traffic due to accelerated concrete cracking that was identified during regular bridge inspection; and
WHEREAS, the West Seattle Bridge will require near-term structural stabilization, as well as long-term repairs, to allow for the reopening and continued operations of the bridge; and
WHEREAS, the closure of the West Seattle Bridge requires the diversion of traffic to the Spokane Street Bridge, 1st Avenue Bridge, and South Park Bridge, and may require other road and signal improvements to handle the diverted traffic, such as improvements to the Highland Park Way SW and SW Holden Street intersection; and
WHEREAS, the Council intends to track work related to the near-term and long-term repair of the West Seattle Bridge and any mitigation projects necessary during closure; and
WHEREAS, the Council anticipates future amendments to the 2020-2025 Adopted Capital Improvement Program to account for changes in appropriations to support these repairs and improvements; NOW, THEREFORE,
