AN ORDINANCE related to appropriations for the Human Services Department; amending Ordinance 125475, which adopted the 2018 budget; lifting a proviso; and ratifying and confirming certain prior acts.

WHEREAS, The City of Seattle's 2018 Adopted Budget included a proviso on funds in the Human Services Department concerning the implementation of scan cards for the Homeless Management Investment System; and
WHEREAS, the proviso in Green Sheet 262-1-A-1-2018 specifies that "None of the money appropriated in the 2018 budget for the Human Services Department may be spent for the Homelessness Management Information System (HMIS) Scan Card project until the City Council passes an ordinance lifting this proviso. It is expected that the Council will not lift the proviso until the Human Services Department has completed an assessment of the project and filed a report of the assessment with the City Clerk. The assessment of the project should include analysis of its potential effectiveness and compliance with the Health Insurance Portability and Accountability Act of 1996 (HIPAA) and other privacy standards. The assessment must involve consultation with three service or health care providers that serve a diversity of populations experiencing homelessness, such as Evergreen Treatment Services' REACH program, YouthCare, Downtown Emergency Service Center, International Community Health Services, Country Doctor Community Health Centers, or Public Health - Seattle & King County"; and
WHEREAS, the Human Services Department submitted a report to the Human Services, Equitable Development and Renter Rights Committee in conjunction with this ordinance, for consideration on February 13, 2018, in accordance with Green Sheet 262-1-A-1-2018; and
WHEREAS, use of HMIS scan cards shall be voluntary for both providers and the clients they serve, and the Human Services Department does not intend to compel ...
