title
A RESOLUTION reaffirming the City's commitment to update the Comprehensive Plan in 2015.
body
WHEREAS, the City adopted a Comprehensive Plan through Ordinance 117221 in 1994; and
WHEREAS, RCW 36.70A.130 requires the cities of King County to review and, as appropriate, revise their Comprehensive Plans to comply with the Growth Management Act; and
WHEREAS, pursuant to RCW 36.70A.130, the City has reviewed its Comprehensive Plan and has developed amendments as part of the periodic review and update to comply with the Growth Management Act; and
WHEREAS, in Resolution 31536, the City Council identified proposed Comprehensive Plan amendments to be considered for possible adoption in 2015 and amendments to be considered as part of the major review and update to the Comprehensive Plan (periodic review); and
WHEREAS, the City has identified amendments necessary to maintain compliance with the Growth Management Act and has combined the annual amendment docket with the periodic update, and on February 9, 2015 published an environmental determination of non-significance on those items, intending to adopt those amendments by June 30, 2015 in order to maintain compliance with the Growth Management Act; and
WHEREAS, that environmental determination was appealed to the City's Hearing Examiner, and was withdrawn on April 6, 2015; and
WHEREAS, a revised determination of non-significance (DNS) on the periodic update was published on June 11, 2015; and
WHEREAS, because of the appeal of the initial DNS and the subsequent publication of a revised determination in early June, the Council will not be able to act on the periodic update of the Comprehensive Plan before June 30, 2015; NOW, THEREFORE,.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEATTLE, THAT:
Section 1. The City Council reaffirms its intention to amend the City of Seattle Comprehensive Plan in 2015 in order to maintain consistency between the Comprehensive Plan and the Growth Management Act.
Section 2. The proposed amendments do not involve any significant policy changes to the Comprehensive Plan. Rather, the bulk of the changes would accept the City's share of the King County population projections for the planning horizon 2015-2035 and would update references and analysis in the Comprehensive Plan accordingly. Several other changes are proposed to comply with other state and local requirements. All of the proposed amendments can be viewed at: <http://www.seattle.gov/dpd/cityplanning/completeprojectslist/comprehensiveplan/documents/default.htm>
Section 3. The Council will consider the Comprehensive Plan amendments as anticipated below:
·      June 25, 2015: The Department of Planning and Development will accept public comments on the DNS or potential environmental impacts of the periodic update package.
·      July 2, 2015: The deadline to file any administrative appeals of the DNS
·      July-August 2015: If an administrative appeal is filed, the Examiner will conduct the administrative appeal and issue a decision.
·      Fourth Quarter 2015: The Council's Planning, Land Use and Sustainability (PLUS) Committee will consider the periodic review Comprehensive Plan amendments, the Council will hold at least one public hearing, more if needed, on the periodic review Comprehensive Plan amendments and the Council will vote on the package.
Section 4: The Council requests that the Department of Planning and Development convey this intent to the Washington State Department of Commerce.
