WHEREAS, the 2016 Adopted City Budget includes $2,265,000 GSF in 2016 for an Emergency    

Homeless Program to expand shelter beds, extend day center services, maintain skilled outreach services to vulnerable homeless adults, support of authorized encampments, and child care for homeless children; and

WHEREAS, the City Council placed a budget proviso on funds such that the Executive and the Human Services Department cannot expend funds until the Human Services Department provides a plan for using the Finance General Reserve to deliver one-time emergency homelessness services; NOW, THEREFORE,

BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS:

Section 1.  The restrictions imposed by the following budget proviso are removed because the conditions in the proviso have been satisfied and they are no longer restrictions for any purpose, including those in Subsection 1 of Ordinance 124927.

Council anticipates that such authority will not be granted until the Human Services Department provides a plan for using the Finance General Reserve funding to deliver one-time, emergency homelessness services.”

Section 2. To use the funds made available in Section 1 above, cash is transferred as shown in the following table:

Section 3.   As part of amendments to the 2016 Budget included in what is commonly known as the 2016 First Quarter Supplemental Budget Ordinance, the City Council intends to increase appropriations by up to $200,000 solely to remedy conditions directly associated with unsanctioned camping in Seattle that may pose significant threats to health and safety of people living in or adjacent to unsanctioned camps and may be spent for no other purpose. Such conditions include but are not limited to lack of running water or basic sanitation and lack of facilities for disposing of garbage, recycling, and compost. Remedies may include but are not limited to hand-washing stations; portable toilets and showers; containers for disposing of used needles with collection service; and containers for sorting and disposing of trash, recycling, and compost with collection service. This appropriation may not be used for encampment removals.

Section 4.  This ordinance shall take effect and be in force 30 days after its approval by the Mayor, but if not approved and returned by the Mayor within ten days after presentation, it shall take effect as provided by Seattle Municipal Code Section 1.04.020.
