AN ORDINANCE related to appropriations for the Seattle Information Technology Department; amending Ordinance 125207, which adopted the 2017 budget; lifting a proviso; and ratifying and confirming certain prior acts.

WHEREAS, The City of Seattle's 2017 Adopted Budget included, in the Seattle Information Technology Department budget control level, a proviso concerning the procurement and operations of body-worn video (BWV) for Seattle Police Department (SPD) officers; and
WHEREAS, the proviso allows only limited spending related to BWV until a future ordinance releases the restrictions on expenditures; and
WHEREAS, the City Council anticipated that such ordinance would not be passed until SPD reconvened the BWV stakeholder workgroup identified in a 2016 Green Sheet (81-1-A-2-2016); sought its advice; developed an action plan for community engagement; documented how SPD will continue to engage and seek advice of the BWV stakeholder workgroup; and submitted to Council a final report summarizing community outreach, responsiveness to community input, and identified unresolved questions related to the BWV policy and protocols; and
WHEREAS, the Seattle Police Department submitted a detailed action plan for community engagement to the Gender Equity, Safe Communities and New Americans Committee on December 2, 2016, in accordance with 2017 Green Sheet 207-1-B-1; and
WHEREAS, the Seattle Police Department has successfully completed all steps outlined in 2017 Green Sheet 207-1-B-1 and completed an initial deployment of body-worn cameras to Seattle Police Department bicycle officers, and is prepared to begin precinct deployment of BWV in The City of Seattle; NOW, THEREFORE,
