AN ORDINANCE related to appropriations for the Human Services Department; amending Ordinance 125207, which adopted the 2017 budget; lifting a proviso; and ratifying and confirming certain prior acts.

 

WHEREAS, The City of Seattle’s 2017 Adopted Budget included a proviso concerning the implementation of recommendations from the North Seattle Human Services Summit that was held on December 6, 2016; and

WHEREAS, the proviso in Green Sheet 257-1-B-1-2017 specifies that appropriated funding may not be spent until authorized by future ordinance and that authority will not be granted to spend appropriated funding until the Human Services Department provides Council with a plan for implementing recommendations from the North Seattle Summit; and

WHEREAS, the Human Services Department reviewed qualitative data collected from discussions held at the North Seattle Human Services Summit and developed an implementation plan based on the data; and

WHEREAS, the Human Services Department has submitted a detailed implementation plan to the Human Services and Public Health Committee on February 8, 2017, in accordance with Green Sheet 257-1-B-1-2017; NOW, THEREFORE,

BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS:

Section 1. The restrictions imposed by the following budget proviso, which limits spending on the following item, are removed because the conditions set forth in the proviso have been satisfied and they are no longer restrictions for any purpose, including those set forth in subsection 1(b) of Ordinance 125207:

“Of the appropriation in the 2017 budget for the Finance General Reserves BCL, $125,000 is appropriated (and of the amount endorsed for 2018, $125,000 is expected to be appropriated) solely for implementation of recommendations from the North Seattle Human Services Summit. Furthermore, none of the money so appropriated may be spent until authorized by future ordinance. Council anticipates that such authority will not be granted until the Human Services Department provides Council with a plan for implementing the recommendations.”

Section 3. Any act consistent with the authority of this ordinance taken prior to its effective date is ratified and confirmed.

 

 

 

Section 4. This ordinance shall take effect and be in force 30 days after its approval by the Mayor, but if not approved and returned by the Mayor within ten days after presentation, it shall take effect as provided by Seattle Municipal Code Section 1.04.020.
