A RESOLUTION ratifying and confirming an emergency order permitting temporary night shelter at 1117 Northeast Boat Street.

WHEREAS, pursuant to Seattle Municipal Code (SMC) Section 10.02.010, the Mayor issued a Proclamation of Civil Emergency related to homelessness, and filed the proclamation with the City Clerk for presentation to the City Council, on November 2, 2015; and
WHEREAS, on November 2, 2015, the Mayor issued three Civil Emergency Orders related to homelessness; and
WHEREAS, on November 3, 2015, the City Council adopted Resolution 31630, ratifying and confirming the Mayoral Proclamation of a Civil Emergency and the three Civil Emergency Orders; and
WHEREAS, on January 19, 2016, the Mayor issued a Civil Emergency Order Addressing Encampments and Vehicles Used as Residences; and
WHEREAS, on January 21, 2016, the City Council adopted Resolution 31649, modifying the Civil Emergency Order Addressing Encampments and Vehicles Used as Residences; and
WHEREAS, on January 17, 2017, the Mayor issued three Civil Emergency Orders to establish three additional sanctioned encampments located at 9701 Myers Way, 1000 South Myrtle Street, and 8620 Nesbit Avenue North for persons experiencing homelessness; and
WHEREAS, on January 17, 2017, the Council adopted Resolution 31729, modifying the three emergency orders to establish three additional sanctioned encampments located at 9701 Myers Way, 1000 South Myrtle Street, and 8620 Nesbit Avenue North for persons experiencing homelessness; and
WHEREAS, on May 5, 2017, the Mayor issued a Civil Emergency Order permitting temporary night shelter at 1117 Northeast Boat Street; and
WHEREAS, SMC subsection 10.02.020.B states that the Seattle City Council shall either ratify and confirm, modify, or reject such orders at the earliest practicable time; and
