AN ORDINANCE relating to the 2017 Budget; amending Ordinance 125207, which adopted the 2017 Budget, including the 2017-2022 Capital Improvement Program (CIP); and creating nonexempt positions.

WHEREAS, Ordinance 124796 provided for the submission to the voters of Seattle a proposition authorizing the City to levy regular property taxes for up to nine years in excess of the limitation on levies in chapter 84.55 RCW for the purpose of providing City facilities and services, including transportation improvements, both capital and operating, with possible debt financing, and creation of a new oversight committee; and

WHEREAS, the proposed levy was approved by Seattle voters on November 3, 2015; and

WHEREAS, the Mayor has proposed, and the City Council has approved, a 2017 Budget and 2017-2022 Capital Improvement Program; and

WHEREAS, additional staff capacity is needed to support the effective and timely implementation of the 2017 transportation projects and programs funded as part of Move Seattle; and

WHEREAS, Resolution 31668 stated the City’s commitment to collaborating with Sound Transit early in the environmental assessment and design phases of ST3 projects to refine and provide certainty around project scope and cost estimates and to streamline the permitting process; and

WHEREAS, voters approved Sound Transit Proposition 1 measure (also known as “Sound Transit 3” or “ST3”) in the November 8, 2016 general election; and

WHEREAS, additional staff capacity is needed to lead and coordinate efforts across multiple City departments to partner with Sound Transit for implementation of ST3 projects as described in Resolution 31668;

NOW, THEREFORE,

BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS:

The Director of the Seattle Department of Transportation is authorized to fill these positions subject to applicable civil service and personnel rules and laws.

 

 

 

Section 2. This ordinance shall take effect and be in force 30 days after its approval by the Mayor, but if not approved and returned by the Mayor within ten days after presentation, it shall take effect as provided by Seattle Municipal Code Section 1.04.020.
