A RESOLUTION relating to the 2005 Transportation Strategic Plan Update, adopted by Resolution 30790, and the Seattle Transit Plan: To Get Seattle Moving, adopted by Resolution 30799; and authorizing an amendment to the Transit Classification Map.

WHEREAS, by Resolution 26904, The City of Seattle (City) adopted the Seattle Comprehensive Transportation Program (SCTP), a classification system for all Seattle streets; and

WHEREAS, by Resolution 27152, The City of Seattle adopted revisions to the SCTP, Street Classification Guidelines and the Street Classification Maps, which included traffic, transit, truck, bicycle, pedestrian, and boulevard classifications; and

WHEREAS, by Resolutions 30790 and 30799, The City of Seattle adopted the Transportation Strategic Plan (TSP) and the Seattle Transit Plan, which incorporate an updated classification system for all Seattle streets including traffic, transit, truck, bicycle, and boulevard classifications; and

WHEREAS, by Resolution 31367, The City of Seattle adopted the Transit Master Plan, which identified key corridors linking urban villages and established performance standards; and

WHEREAS, Metropolitan King County's Metro Transit has proposed routing changes that require revisions to the Transit Classification Map; and

WHEREAS, the City recognizes that periodic changes to Metro Transit's service are necessary for transit service to be responsive to changing conditions, and to maintain a high quality of transit service consistent with the TSP and Seattle Transit Plan; and

WHEREAS, these transit classification changes are consistent with the street classification guidelines found in the Seattle Transit Plan, which focus transit service on streets that are designed to withstand transit vehicle weights and with compatible surrounding land uses; and

WHEREAS, these transit classification changes support the goals and policies of the Seattle Comprehensive Plan, last amended by Ordinance 123854, as well as the strategies of the City's TSP and Seattle Transit Plan; NOW, THEREFORE,

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEATTLE, THE MAYOR CONCURRING, THAT:

                     Section 1. The Director of Transportation is hereby authorized to amend the Transit Classification Map for the City of Seattle to classify the following 33 streets as Minor Transit Streets:

1.                     40th Ave. NE between NE 45th Street and Sand Point Way NE;

2.                     Mary Gates Memorial Drive NE between NE 45th Street and NE 41st Street;

3.                     NE 41st Street between Mary Gates Memorial Drive NE and 42nd Ave. NE;

4.                     NE 70th Street between 50th Ave. NE and Sand Point Way NE;

5.                     Aloha Street between Fairview Ave. N. and Minor Ave. N.;

6.                     Minor Ave. N. between Aloha Street and Valley Street;

7.                     Valley Street between Minor Ave. N. and Fairview Ave. N.;

8.                     S. Lander Street between Beacon Ave. S. and 15th Ave. S.;

9.                     1st Ave. NE between NE 80th Street and NE 75th Street;

10.                     Stone Way between N. 34th Street and N. 35th Street;

11.                     S. Washington Street between 5th Ave. and 2nd Ave. Extension;

12.                     N. 34th Street between Stone Way N. and Woodland Park Ave. N.;

13.                     9th Ave. between Madison Street and Seneca Street;

14.                     Lakeside Ave. between S. Day Street and S. Irving Street;

15.                     Brooklyn Ave. between NE Pacific Street and Campus Parkway;

16.                     Texas Way between Discovery Park Boulevard and Illinois Ave.;

17.                     SW Oregon Street between California Ave. SE and 44th Ave. SW;

18.                     38th Ave. S. between Othello Street and Myrtle Street;

19.                     S. Othello Street between Seward Park Ave. S. and Rainier Ave. S.;

20.                     9th Ave. between Spruce Street and Alder Street;

21.                     Terry Ave. between Broadway and Spruce Street;

22.                     Broadway between Yesler Way and Terry Ave.;

23.                     40th Ave. NE between NE 80th Street and NE 75th Street;

24.                     6th Ave. S. between Royal Brougham and Massachusetts Street;

25.                     6th Ave. S. between S. Industrial Way and Spokane Street;

26.                     13th Ave. S. between S. Albro Place and Airport Way;

27.                     S. Trenton St. between Martin Luther King Way and Renton Ave.;

28.                     Minor Ave. between Stewart Street and Virginia Street;

29.                     James Street between Boren Ave. and 9th Ave;

30.                     Eagle Street between Western Ave. and 1st Ave;

31.                     NE 65th Street between Sand Point Way and 62nd Ave. NE;

32.                     62nd Ave. NE between NE 65th Street and NE 74th Street; and

33.                     NE 74th Street between Sand Point Way and 62nd Ave. NE.

Section 2. The Director of Transportation is hereby authorized to amend the Transit Classification Map for the City of Seattle to classify the following 13 streets as Major Transit Streets:

1.                     12th Ave. between E. Columbia Street and E. Jefferson Street;

2.                     E. Columbia Street between 14th Ave. S. and 12th Ave. S.;

3.                     Virginia Street between Minor Street and Boren Ave.;

4.                     3rd Ave. NE between NE 103rd Street and NE 100th Street;

5.                     Hubbell Place between Spring Street and Seneca Street;

6.                     Queen Anne Ave. N. between W. Cremona Street and W. Nickerson Street;

7.                     15th Ave. NE between Pacific Street and NE 40th Street;

8.                     3rd Ave. S. between Main Street and Yesler Way;

9.                     Western Ave. between W. Denny Way and 3rd Ave. W.;

10.                     Blanchard Street between Elliot Ave. and Westlake Ave.;

11.                     Campus Parkway between 9th Ave. NE and 12th Ave. NE;

12.                     4th Ave. between Pine Street and Pike Street; and

13.                     Fir Street between Broadway and 9th Ave.
