AN ORDINANCE relating to The City of Seattle’s contracting practices; requiring Departments seeking Council approval to provide advance notification to the City Council and the City Clerk when Departments recommend initiating new services or consultant contracts or amending existing services or consultant contracts.

WHEREAS, The City of Seattle employs strict procurement processes to ensure acquisitions are made in the public’s best interests; and

WHEREAS, the City Council and Mayor strongly support processes that are fair, equitable, and transparent; and

WHEREAS, the timely and accurate communication of critical contract decisions is key to the Council’s ability to properly vet and deliberate on contracts or amendments; NOW, THEREFORE,

BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS:

Section 1. Whenever City Council approval is required for a new contract or for an amendment to an existing contract for services or consultants, within 30 days following a City Department’s determination to procure or amend such contract, the department Director or the Director’s designee shall transmit to the Council President, the Chair of the appropriate Council committee, and file with the City Clerk written notification of the contracting department’s determination to procure or amend such contract. The written notification shall contain the following information:

 A. A short narrative summarizing the department’s proposed new or amended scope of work, the duration of the contract or amendment, and the terms of the contract or amendment; and

B. The estimated cost of the contract or amendment; and

C. The department’s rationale and justification to seek a new contract or amend an existing contract; and

D. The month and year the department proposes transmitting legislation to the City Council for a new contract or amending an existing contract; and

E. The name, address, and telephone number of the existing contract holder, or, if known, the proposed new contractor.

 

 

 

Section 2. This ordinance shall take effect and be in force 30 days after its approval by the Mayor, but if not approved and returned by the Mayor within ten days after presentation, it shall take effect as provided by Seattle Municipal Code Section 1.04.020.
