AN ORDINANCE authorizing the General Manager/CEO of Seattle Public Utilities to execute contracts with Recology King County and Waste Management of Washington, for solid waste collection and transfer services; and ratifying and confirming certain prior acts.

WHEREAS, the City's service contracts with Recology and Waste Management will end March 31, 2019; and
WHEREAS, Seattle Public Utilities issued a Request for Proposals on July 18, 2017, and received four responsive proposals for future services; and
WHEREAS, Seattle Public Utilities completed a comprehensive review of all proposals against the evaluation criteria established in the RFP, and selected Recology and Waste Management as the highest scoring proposals; and
WHEREAS, Seattle Public Utilities negotiated new service contracts with both firms that will improve City services and reduce costs; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS:
Section 1. The General Manager/CEO of Seattle Public Utilities is authorized to execute, for and on behalf of The City of Seattle, contracts with Recology King County and Waste Management of Washington, for solid waste collection and transfer services, substantially in the form of the contracts attached hereto as Attachments 1 and 2.
Section 2. Any act consistent with the authority of this ordinance taken after its passage and prior to its effective date is hereby ratified and confirmed.

Section 3. This ordinance shall take effect and be in force 30 days after its approval by the Mayor, but if not approved and returned by the Mayor within ten days after presentation, it shall take effect as provided by Seattle Municipal Code Section 1.04.020.
