AN ORDINANCE relating to the Department of Parks and Recreation (DPR); authorizing the Superintendent to enter into a Use, Occupancy and Maintenance Agreement with Woodland Park Lawn Bowling Club (WPLBC) to promote the lawn sports of bocce, croquet and lawn bowling and provide access and rental opportunities to the Woodland Park Lawn Bowling Clubhouse and Greens.

WHEREAS, in 1932, the Woodland Park Lawn Bowling Greens was constructed and made available for the public to participate; and

WHEREAS, Ordinance 89858, adopted in December 1960, authorized the construction of a second lawn bowling green in Woodland Park; the acceptance of advance concession payments from the Queen City Lawn Bowling Club; and a seven-year concession agreement with said club; and

WHEREAS, Ordinance 90988, adopted in March 1962, appropriated certain money deposited in the Parks Fund as a result of a donation by Mrs. Emma B. Underhill for the purchase of a drinking fountain and memorial plaque to be installed at the Woodland Park Lawn Bowling Greens; and

WHEREAS, previous Ordinances 108912 (1980), 111265 (1983), 115588 (1991) and 122638 (2008) all related to legislation that authorized the Superintendent of Parks and Recreation (“Superintendent”) to enter into agreements with the Woodland Park Lawn Bowling Club (formerly Queen City Lawn Bowling Club, Inc.) (WPLBC) for the use of the City’s Woodland Park Lawn Bowling Facility; and

WHEREAS, the Department of Parks and Recreation wishes to continue this relationship with WPLBC to maintain the delivery of services to the public at the Woodland Park Lawn Bowling Facility; NOW, THEREFORE,

BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS:

Section 1.  The Superintendent of Parks and Recreation, or the Superintendent’s designee, is hereby authorized on behalf of The City of Seattle to execute a five-year Use, Maintenance and Occupancy Agreement, substantially in the form attached as Attachment A to this ordinance, with Woodland Park Lawn Bowling Club that also provides for two five-year extensions at both parties’ option.

 

 

Section 2.  This ordinance shall take effect and be in force 30 days after its approval by the Mayor, but if not approved and returned by the Mayor within ten days after presentation, it shall take effect as provided by Municipal Code Section 1.04.020.
