A RESOLUTION requesting the Seattle Department of Transportation provide quarterly reporting to City Council on implementation of the One Center City program.

WHEREAS, the ten neighborhoods that comprise Seattle’s Center City will experience significant disruption to the transportation system between 2019 and 2021; and

WHEREAS, this disruption will be caused by the simultaneous construction of a number of large projects through the Center City, including the Alaska Way Viaduct Replacement Program, the Seattle Multimodal Terminal at Coleman Dock, the Washington State Convention Center Addition, the Sound Transit East Link and Northgate extensions, the Elliott Bay Seawall project, and the Center City Connector project; and

WHEREAS, the Seattle Department of Transportation, the Seattle Office of Planning and Community Development, King County Metro, Sound Transit, and the Downtown Seattle Association have come together to identify short-term and long-term transportation improvements, known as the One Center City program, to keep people and the economy moving even as major public and private construction projects reduce capacity on our roads and disrupt travel; and

WHEREAS, timely implementation of those improvements and monitoring of performance is vital to making sure that the goals of One Center City have been met; NOW, THEREFORE,

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEATTLE, THE MAYOR CONCURRING, THAT:

Section 1. City Council requests that the Seattle Department of Transportation (SDOT) provide quarterly written reports to City Council on the implementation and performance of the One Center City program through 2021.  At a minimum, the reports should include:

A.                     Status of funding and implementation of One Center City Near-Term Projects, including:

1.                     Protected Bike Lane on Pike and/or Pine Streets

2.                     Protected Bike Lane Implementation on 4th Avenue

3.                     2nd Avenue Extension to Dearborn Bike Connection

4.                     2nd Avenue and 4th Avenue Signal Improvements

5.                     3rd Avenue All Door Boarding and Off-Board Fare Payment

6.                     New Transit Pathway on 5th and 6th Avenues

7.                     4th Ave Transit Improvements

8.                     Improvements to support downtown surface street operations for routes displaced from the DSTT

9.                     International District/Chinatown Station Bus & Pedestrian Improvements

10.                     Montlake Triangle Improvements

11.                     5th & Jackson Trolley Stop Removal

12.                     Expanded TDM Programming and Marketing

13.                     Shared Mobility Hubs

14.                     Parking and Curbspace Management

15.                     Mobility as a Service (MaaS)

16.                     Market to MOHAI

17.                     McGraw Square and Westlake Square

18.                     Pedestrian Enhancement Projects supporting access to transit

B.                     SDOT’s evaluation of the performance of the transportation system with the One Center City projects, and SDOT’s intended actions to manage the system for the next quarter.
