A RESOLUTION requesting reports from the Seattle Department of Transportation, the Seattle Department of Construction and Inspections, and Seattle Center identifying transportation projects in the vicinity of the Seattle Center Arena and describing the process for administering the Arena Access Management Plan.

WHEREAS, The City of Seattle (“City”) is committed to investing in improving all modes of transportation; and

WHEREAS, the Final Environmental Impact Statement for the renovation of the Seattle Center Arena identifies significant transportation related impacts; and

WHEREAS, the City and Oak View Group share a goal of reducing the rate of private vehicle trips to events at the Seattle Center Arena over time; and

WHEREAS, the draft Arena Access Management Plan (August 2018) identified preliminary mode share goals of 31 percent of National Hockey League or National Basketball Association game attendees walking, biking, taking transit, or the monorail by 2020, increasing to 38 percent by 2025 and 49 percent by 2035; and

WHEREAS, the City’s Comprehensive Plan has a mode share goal for the Uptown Urban Center of 85% of non-work trips using travel modes other than driving alone by 2035.

WHEREAS, mode share goals for the Seattle Center Arena have been established as part of the Master Use Permit for the project.

WHEREAS, regardless of other transportation modes, all event attendees will be pedestrians at some point during their trip; and

WHEREAS, the City has a goal of becoming carbon-neutral by 2050, and recognizes the environmental benefits of sustainable modes of transportation such as walking, biking, and taking transit; and

WHEREAS, the City is committed to building a safe, basic bike network for all Ages, Languages, Ethnicities, Genders, Races, and Abilities (ALEGRA); and

WHEREAS, new Sound Transit light rail stations are scheduled to open beginning in 2021, including a station at Seattle Center in 2035; and

WHEREAS, the City and Oak View Group have worked with north Downtown neighborhoods to create the North Downtown Mobility Action Plan (NODO MAP) to recommend and prioritize projects to improve mobility throughout north Downtown; and

WHEREAS, the Monorail Stations Reconfiguration Evaluation Report identifies and evaluates potential improvements to the Seattle Monorail to increase capacity, improve accessibility, and better connect to the regional transit network; and

WHEREAS, voices from the community have been and should continue to be included in planning discussions for transportation priorities in the area; NOW, THEREFORE,

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEATTLE THAT:

Section 1. The City Council acknowledges that the Executive has established requirements for State Environmental Policy Act (SEPA) mitigations for the Seattle Center Arena renovation, as well as initial proposals for specific investments in transportation pursuant to the NODO MAP recommendations that will inform investments made as part of the Seattle Center Arena City Transportation Fund.  The City Council requests that the Seattle Department of Transportation (SDOT), the Seattle Department of Construction and Inspections (SDCI), and Seattle Center prepare a written report identifying planned transportation projects in the vicinity of the Uptown Urban Center, other north Downtown neighborhoods, and the Seattle Center Arena. The report should describe the implementation status, source of funding, and schedule for each project. The report should then identify which projects are associated with SEPA and Master Use Permit requirements for the Seattle Center Arena renovation, and the projects which will be implemented through the Seattle Center Arena City Transportation Fund. The report should also identify the projects associated with the NODO MAP process.

Section 2. As part of the written report described in Section 1 of this Resolution, The City Council requests that SDCI and SDOT describe how The City of Seattle and Oak View Group will administer the Arena Access Management Plan for the Seattle Center Arena to achieve the mode-split goals established for the project, and what steps will be taken if the mode-split goals are not met, consistent with the Master Use Permit decision for the project. The report should identify the opportunities for community stakeholders to provide input into the process to review and update the Arena Access Management Plan over time.

Section 3. As part of the written report described in Section 1 of this Resolution, The City Council requests that SDOT identify any gaps in the City’s Bicycle Master Plan in the vicinity of the Seattle Center Arena, taking into account SEPA mitigations provided by Oak View Group and planned NODO MAP investments, and identify what additional investments, per the Bicycle Master Plan Implementation Plan, could practicably be made to close any such gaps by the time the Seattle Center Arena begins operations.

Section 4. The City Council requests that the Executive submit the report described in Section 1, Section 2, and Section 3 of this Resolution in writing to all members of Seattle City Council by June 30, 2019.  The City Council further requests that during construction of the Seattle Center Arena, the Executive provide bi-annual status reports to the Seattle City Council on any significant changes to the project list, status of the projects, or modifications to the Arena Access Management Plan to achieve the mode-split goals established for the project.
