AN ORDINANCE relating to the Seattle Fire Department; authorizing the Fire Chief to execute and administer, for and on behalf of The City of Seattle, an interlocal agreement with 29 agencies that operate independent fire departments within King County to provide one another with automatic emergency response services under certain circumstances.

WHEREAS, the 30 agencies that operate independent fire departments within King County (“Agencies”) provide fire, rescue, and emergency medical services within their respective jurisdictions and may, under certain emergency circumstances, require assistance from one another; and

WHEREAS, the participating Agencies have found it to be of mutual benefit if the services of each Agency are extended outside of the geographical limits of each jurisdiction and into the boundaries of another Agency in some limited and predefined circumstances; and

WHEREAS, the Agencies have operated with either formal or informal automatic or mutual aid agreements for several decades to assist one another and their respective communities; and

WHEREAS, it is necessary and desirable that the Agencies coordinate efforts for the provision of automatic aid with a formalized county-wide agreement; and

WHEREAS, participating Agencies can benefit by combining their resources to train for and respond to emergencies in any participating Agency’s jurisdiction; NOW, THEREFORE,

BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS:

Section 1. The Chief of the Seattle Fire Department is authorized to execute for and on behalf of The City of Seattle an interlocal agreement with up to 29 other agencies that operate independent fire departments within King County, including the City of Bellevue, the Boeing Fire Department, Burien Fire District #2, the City of Kirkland, the City of Mercer Island, the City of Redmond, the City of Snoqualmie, the City of Tukwila, the Duvall Fire District, Eastside Fire & Rescue, Enumclaw Fire District #28, Fall City Fire District, King County Airport, Maple Valley Fire District, Mountain View Fire District #44, North Highline Fire District, Northshore Fire District, Port of Seattle Fire Department, Puget Sound Regional Fire Authority, Renton Regional Fire Authority, Shoreline Fire District, Skykomish Fire District, Skyway Fire District, Snoqualmie Pass Fire District, King County Medic One, South King County Fire & Rescue, Valley Regional Fire Authority, Vashon Island Fire District, and Woodinville Fire & Rescue, substantially in the form of the Interlocal Agreement for Automatic Aid (“Agreement”), attached to this ordinance as Attachment A.

Section 2. Upon execution of the Agreement, the Fire Chief is hereby authorized and directed to take actions necessary and convenient to implement and administer such Agreement, including agreeing to reasonable amendments to update its provisions, to clarify them or to stay current with practices.

Section 3. Pursuant to Section 5 of the Agreement, the Fire Chief is authorized to take any necessary actions to add any additional parties to the Agreement that have been approved by the Administrative Board, as established in Section 9 of the Agreement.

Section 4. This ordinance shall take effect and be in force 30 days after its approval by the Mayor, but if not approved and returned by the Mayor within ten days after presentation, it shall take effect as provided by Seattle Municipal Code Section 1.04.020.
