A RESOLUTION in support of U.S. Senate Bill 726, the Personal Care Products Safety Act.

WHEREAS, the United States Congress has not passed a major federal law regulating the cosmetics industry since 1938; and
WHEREAS, the $70 billion beauty industry is regulated by approximately two pages of federal law; and
WHEREAS, from shampoo and shaving cream to deodorant and makeup, every American comes into contact with personal care products every day, yet the safety of many ingredients used in this industry has never been independently evaluated; and
WHEREAS, over the past two decades, the European Union has banned more than 1,400 chemicals in the product formulas of personal care products and restricted the levels of over 250 other chemicals in such products while, to date, the United States has only partially banned 30 chemicals; and
WHEREAS, U.S. Senate Bill 726, introduced by Senators Dianne Feinstein (D-Calif.) and Susan Collins (R-Maine), protects consumer health and strengthens the Food and Drug Administration's efforts to regulate ingredients in personal care products; and
WHEREAS, the Personal Care Products Safety Act would require the Food and Drug Administration to evaluate a minimum of five ingredients found in personal care products per year to determine their safety and appropriate use. The review process set forth in the bill would provide companies with clear guidance about whether ingredients should continue to be used and whether consumer warnings are needed; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEATTLE THAT:
Section 1. The Seattle City Council joins a bipartisan effort to support U.S. Senate Bill 726, the Personal Care Products Safety Act, which protects consumer health and strengthens the Food and Drug Administration's efforts to regulate ingredients in personal care products.
