A RESOLUTION modifying the Mayoral Civil Emergency Order of October 29, 2021, related to hiring incentives for public safety emergency response.

WHEREAS, on March 3, 2020, Mayor Durkan issued a Proclamation of Civil Emergency declaring a civil emergency within the City of Seattle based on the confirmed spread of COVID-19 in King County and resulting deaths; and
WHEREAS, since the murder of George Floyd in 2020, the Black Lives Matter movement has consistently advocated for moving resources away from repressive policing, and instead investing those resources into building community based public safety initiatives, including demanding that the City of Seattle reduce the size of the Seattle Police Department; and
WHEREAS, on September 13, 2021, a majority of the Seattle City Council voted against a proposed budget amendment that would have authorized the Seattle Police Department to offer hiring bonuses to prospective officers; and
WHEREAS, on October 29, 2021, pursuant to the civil emergency declaration, the Mayor issued a civil emergency order authorizing immediate hiring incentives for public safety emergency response; and
WHEREAS, Seattle Municipal Code subsection 10.02.020.B contemplates that the Seattle City Council endeavor within 48 hours of an order being filed with the City Clerk to ratify and confirm, modify, or reject the order; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEATTLE THAT:
Section 1. The civil emergency order by Mayor Durkan related to hiring incentives for public safety emergency response, dated October 29, 2021, and attached to this resolution as Exhibit A, is modified as shown in Exhibit B.
