A RESOLUTION calling for a special election to fill a vacancy in the City employee-elected position on the Civil Service Commission and directing the City Clerk to administer the election.

WHEREAS, the Civil Service Commission consists of three members, including one member appointed by the Mayor, one member appointed by the Council and one member elected by eligible City employees; and

WHEREAS, the City employee-elected position is currently vacant due to a change in employment status; and

WHEREAS, vacancies in the City employee-elected position must be filled by a special election called by the City Council pursuant to the Seattle Municipal Code 4.04.250; NOW, THEREFORE,

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEATTLE THAT:

Section 1. The City Clerk is authorized and directed to administer a special election for the City employee-elected position on the Civil Service Commission in the manner set forth in this resolution.  

Section 2. The City Clerk shall provide notice of the special election between February 17, 2022 and March 4, 2022.

Section 3. Eligible candidates for Commissioner shall file a Declaration of Candidacy for office with the City Clerk between March 7, 2022, and March 11, 2022. Candidates shall submit statements and photos no later than March 16, 2022.

Section 4. Ballots will be mailed to the home addresses of all City employees eligible to vote in the special election, and information on electronic voting will be sent to the City e-mail addresses, of all City employees eligible to vote in the special election, no later than April 15, 2022.

 Section 5. Mailed ballots shall be postmarked between the hours of 12:01 a.m. on April 25, 2022, to 5 p.m. on April 29, 2022.

Section 6. Electronic ballots shall be completed by 5 p.m. on April 29, 2022.

Section 7. The City Clerk shall certify the election results and provide notification of the election results to candidates no later than May 6, 2022.

Section 8. The candidate receiving a majority of the votes cast shall win the election. If no candidate receives a majority of the votes cast, the two candidates receiving the highest and next highest number of votes shall be candidates in a runoff election held at a date and time to be determined by the City Clerk. The runoff election shall be scheduled so that completion of balloting and certification of the results shall occur before 5:00 p.m. on June 8, 2022.
