WHEREAS, since 2010, the number of people sleeping without shelter in Seattle has increased nearly 42 percent, to more than 2,800 people counted in the 2015 One Night Count;
WHEREAS, the City of Seattle contributed to the formation of the Committee to End Homelessness-King County (CEH) to provide the vision and leadership required to develop and implement a plan to end homelessness throughout King County, Washington and has actively participated in and supported CEH for more than a decade;
WHEREAS, the City of Seattle is committed to ongoing cooperation with United Way of King County, King County, cities in the region, non-profit and religious organizations and other partners in the regional effort to provide shelter to homeless people and to help them secure permanent housing;
WHEREAS, the City's 2015 Adopted Budget includes $175,000 of General Subfund for incentivizing regional partners to develop homeless shelters;
WHEREAS, the City Council placed a budget proviso on these funds such that the Executive and the Human Services Department cannot expend funds until authorized by future ordinance; and
WHEREAS, the Department of Human Services is ready to proceed with a proposal to incentive regional shelter; NOW, THEREFORE,
