A. CALL TO ORDER  
The City Council of The City of Seattle met in the Council Chamber in City  
Hall in Seattle, Washington, on April 28, 2026, pursuant to the provisions of  
the City Charter. The meeting was called to order at 2:02 p.m., with Council  
President Hollingsworth presiding.

C. PRESENTATIONS  
Councilmember Foster presented a proclamation proclaiming May 1,  
2026, to be “International Workers’ Day in Seattle.” By unanimous consent,  
the Council Rules were suspended to allow Councilmember Foster to  
present the proclamation, and to allow CJ Garcia, Working Washington;  
Katie Garrow, MLK Labor; Cherika Carter, Washington State Labor  
Council; and Karen Estevenin, PROTECT17, to address the Council.  
Councilmember Kettle presented a proclamation proclaiming April 30,  
2026, to be “National Therapy Animal Day.” By unanimous consent, the  
Council Rules were suspended to allow Councilmember Kettle to present  
the proclamation, and to allow Greg Lee and service dog Logger, Pet  
Partners, to address the Council.
