A. CALL TO ORDER  
The City Council of The City of Seattle met in the Council Chamber in City  
Hall in Seattle, Washington, on March 31, 2026, pursuant to the provisions  
of the City Charter. The meeting was called to order at 2:03 p.m., with  
Council President Hollingsworth presiding.

C. PRESENTATIONS  
Councilmember Rinck presented a proclamation proclaiming March 31,  
2026, to be "International Transgender Day of Visibility in Seattle." By  
unanimous consent, the Council Rules were suspended to allow  
Councilmember Rinck to present the proclamation, and to allow Jessa  
Davis, Seattle Lesbian, Gay, Bisexual, Transgender, and Queer (LGBTQ)  
Commission; Jaelynn Scott, Lavender Rights Project; Rose Legionaires,  
Trans Advocate; Danni Askini, Gender Justice League; Tweetie Fatuesi,  
United Territories of Pacific Islanders Alliance (UTOPIA) Washington;

AN ORDINANCE relating to collection of surveillance data;  
specifying conditions for a mandatory 60-day pause in data  
collection for Seattle Police Department Closed-Circuit Television  
(CCTV) and Automated License Plate Recognition (ALPR)  
systems; and amending Ordinances 127044 and 127297.  
The Committee recommends that City Council pass the Council  
Bill (CB).
