A RESOLUTION relating to the 2018 Families, Education, Preschool, and Promise Levy; approving a partnership agreement between The City of Seattle and the Seattle College District.

WHEREAS, by Ordinance 125604, The City of Seattle (“City”) placed before voters a proposition known and the Families, Education, Preschool, and Promise Levy (“FEPP Levy”), to authorize the City to levy regular property taxes for up to seven years in excess of levy limitations in chapter 84.55 RCW; and

WHEREAS, on November 6, 2018 the City’s voters approved the FEPP Levy, which will provide Education-Support Services for Seattle students and families intended to achieve equity in educational outcomes and provide Seattle students with access to and services across a continuum through strategic, equitable investments in education; and

WHEREAS, Ordinance 125604 requires a current Partnership Agreement (“Partnership Agreement”) to be in effect between the City and the Seattle College District (“Colleges”) for FEPP Levy funds to be used to support Colleges programs such as the Seattle Promise; and

WHEREAS, proceeds from the FEPP Levy allocated to the Seattle Promise are supplemental to the college application and enrollment process financed by the State of Washington and the Seattle Colleges and will neither displace nor reduce State or Seattle Colleges funding for the Colleges; and

WHEREAS, collaboration between the City and the Colleges is critically important to achieve educational equity such that Seattle students will have access to college and job readiness experiences that promote high school graduation, as well as post-secondary opportunities that promote attainment of a certificate, credential, or degree; and

WHEREAS, the FEPP Levy Oversight Committee has reviewed and recommended transmittal of the Partnership Agreement; NOW, THEREFORE,

BE IT RESOLVED BY THE CITY OF SEATTLE, THE MAYOR CONCURRING, AS FOLLOWS:

Section 1. The City Council approves the Partnership Agreement between The City of Seattle and the Seattle College District, attached to this resolution as Attachment 1.
