AN ORDINANCE amending Ordinance 125207, which adopted the 2017 Budget, creating and revising budget control levels, modifying positions, and changing appropriations to various departments and budget control levels; all by a 3/4 vote of the City Council.

WHEREAS, Council Bill 118969 revises the Seattle Municipal Code to enhance and sustain effective civilian oversight of the Seattle Police Department (SPD) through an Office of Professional Accountability, an Office of Inspector General for Public Safety, and a Community Police Commission; and
WHEREAS, Council Bill 118969 changes the name of the Office of Professional Accountability to Office of Police Accountability, creates the Office of Inspector General for Public Safety, and establishes a new permanent Community Police Commission; and
WHEREAS, Council Bill 118969 moves the Office of the Community Police Commission from the Executive Department to a free-standing office; and
WHEREAS, it is recognized by the City that more resources will be needed in the 2018 budget in order to sufficiently staff and resource all three oversight entities to be able to build an effective, sustainable oversight system that fosters constitutional policing and public accountability; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS:
Section 1. The 2017 Adopted Budget is amended with the creation of a new Office of Inspector General Public Safety budget control level (BCL) added to Attachment A of Ordinance 125207 as follows:

The purpose of the Office of ((Professional)) Police Accountability Budget Control Level is to help to ensure complaints involving department employees are handled in a thorough, professional, and expeditious manner, to retain the trust and confidence of employees and the public. |
Section 6. This ordinance shall take effect and be in force 30 days after its approval by the Mayor, but if not approved and returned by the Mayor within ten days after presentation, it shall take effect as provided by Seattle Municipal Code Section 1.04.020.
