AN ORDINANCE relating to land use and zoning; amending Section 23.41.010 of the Seattle Municipal Code to update the list of approved neighborhood design guidelines; approving and adopting the new Mount Baker Town Center Design Guidelines; and approving and adopting augmented Pike/Pine Design Guidelines.

WHEREAS, the October 2011 Mount Baker Town Center Urban Design Framework describes the importance of a Town Center that concentrates housing, commercial uses,

services and living-wage employment opportunities; that is well served by transit and non-motorized travel options; and that is well designed and attractive to pedestrians; and

WHEREAS, the Mount Baker Town Center Design Guidelines provide guidance for achieving the community’s goal of effective transit-oriented development integrated into the neighborhood context a walkable and engaging mixed-use neighborhood core; and

WHEREAS, in June 2014 the City Council adopted Ordinance 124503 amending the provisions of the Pike/Pine Conservation Overlay District to better ensure that the development standards achieve the intended results in furthering the conservation goals for the Pike/Pine neighborhood; and

WHEREAS, additional design guidelines are needed to effectively administer the amended regulations, particularly with regards to clarifying guidelines related to retaining existing character structures within the area to which Pike/Pine neighborhood specific design guidelines apply; NOW, THEREFORE,

BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS:

Section 1. Subsection 23.41.010.B of the Seattle Municipal Code, which section was last amended by Ordinance 124869, is amended as follows:

 B. The following neighborhood design guidelines are approved. These neighborhood design guidelines apply in the areas shown on the map included in the guidelines.

Section 2.  The provisions of this ordinance are declared to be separate and severable.  The invalidity of any clause, sentence, paragraph, subdivision, section or portion of this ordinance, or the invalidity of its application to any person or circumstance, shall not affect the validity of the remainder of this ordinance or the validity of its application to other persons or circumstances.

 

 

Section 3. This ordinance shall take effect and be in force 30 days after its approval by the Mayor, but if not approved and returned by the Mayor within ten days after presentation, it shall take effect as provided by Seattle Municipal Code Section 1.04.020.
