Title: AN ORDINANCE relating to the City's 2019 Budget; authorizing acceptance of funding from non-City sources; authorizing the heads of the Seattle Department of Transportation and Seattle Center to accept specified grants and to execute, deliver, and perform corresponding agreements for and on behalf of the City; amending Ordinance 125724, which adopted the 2019 Budget, including the 2019-2024 Capital Improvement Program (CIP); changing appropriations to the Seattle Department of Transportation in various budget control levels, and from various funds in the 2019 Budget; adding new projects to the 2019-2024 CIP; revising project allocations for certain projects in the 2019-2024 CIP; making cash transfers between the General Fund and the Transportation Fund; and ratifying and confirming certain prior acts; all by a 3/4 vote of the City Council.

WHEREAS, by Ordinance 125724, in November 2018, the Council adopted the City's 2019 Budget, including the 2019-2024 Capital Improvement Program (CIP); and
WHEREAS, since adoption of the 2019 Budget, including the 2019-2024 CIP, additional funding from the Washington State Convention Center, Sound Transit, Oak View Group, and King County has been committed to advance various capital improvement projects related to transportation; and
WHEREAS, The City of Seattle receives formula funds from the Federal Transit Administration for preventive and major maintenance of the Seattle Streetcar system and the Monorail; and
WHEREAS, The City of Seattle was awarded funds from Federal Highway Administration grant programs for design and construction of sidewalks, crossing improvements, bicycle facilities, paving, signal improvements, transit improvements, and the Northgate Pedestrian and Bicycle Bridge; and
