Recitals:
The City Council adopted Ordinance 127053, submitting the 2024 Seattle Transportation Levy, which voters approved at the November 5, 2024 election authorizing funding for citywide transportation investments.
Resolution 32137 and Resolution 32145 established the scope and responsibilities of a Transportation Funding Task Force (the Task Force), directing it to be convened by the Seattle Department of Transportation (SDOT) to evaluate and present recommendations for practicable and near‑term policy, funding, program management, and delivery strategies that the City could consider and unilaterally implement, with a particular focus on sidewalks, bridges, and paving needs.
Resolution 32145 directs the Task Force to be made up of interested public stakeholders that represent the diverse perspectives of neighborhoods, businesses, accessibility and mobility advocates, labor, the development community, and subject matter experts in the area of transportation project delivery and funding.
In coordination with designees of the Mayor’s office and City Council, SDOT submits the Task Force appointments in Attachment A to this resolution for City Council confirmation. Therefore,
Be it resolved by the City Council of The City of Seattle, the Mayor concurring:
Section 1. The City Council confirms the Transportation Funding Task Force appointments listed in Attachment A to this resolution. Appointees shall serve through December 2027 or until final recommendations are presented to the City Council, whichever is later. The Task Force may nominate an additional or replacement member for appointment by a concurrence of the Mayor (or the Mayor’s designee) and the Chair of the Transportation, Waterfront, and Seattle Center Committee.
Section 2. The Task Force may continue operating without filling a vacancy if its membership retains the general balance of representation contemplated in Resolution 32145.
Section 3. The Task Force shall adopt bylaws early in its tenure to further guide its operating procedures, meeting practices, and member roles.
Section 4. The Seattle Department of Transportation (SDOT) shall support the Task Force, including providing professional facilitation, staff capacity, technical consulting, and other resources necessary for the Task Force to carry out its responsibilities.
Section 5. SDOT will provide updates on the status of the Task Force’s progress to City Council every six months, at which time related materials will be made publicly available for review and comment.
Section 6. The Task Force will dissolve when its final recommendations are presented to the City Council.
