A RESOLUTION relating to the City Light Department; acknowledging and approving the 2024 Integrated Resource Plan Progress Report as conforming with the public policy objectives of the City of Seattle and the requirements of the State of Washington; and approving the Progress Report for the biennium September 2024 through August 2026.

WHEREAS, The City of Seattle (“City”) recognizes the desire of its residents to have adequate, reliable, affordable, equitable, low-risk, and environmentally responsible electric power resources; and
WHEREAS, the City recognizes the need for clean and reliable electric power resources to assure the economic well-being, health, comfort, and safety of its residents; and
WHEREAS, the 2024 Integrated Resource Plan Progress Report continues to emphasize conservation and also emphasizes engagement in regional energy programs and markets, resource diversity, reasonable cost, the addition of clean renewable resources, and customer participation in new programs such as demand response, time of use rates, and customer-owned solar installation; and
WHEREAS, the 2024 Integrated Resource Plan Progress Report identifies additions to the City Light Department’s (“City Light”) portfolio of electric power resources that meet anticipated increases in customer power needs as a result of transportation and building electrification for the planning period of 2024 to 2045; and
WHEREAS, the 2024 Integrated Resource Plan Progress Report recognizes that City Light continues in its role to further advance and support leadership in regional greenhouse gas reduction, energy conservation, renewable or non-emitting energy, and electrification; and
WHEREAS, the 2024 Integrated Resource Plan Progress Report is intended to conform with the State of Washington requirements under chapter 19.280 of the Revised Code of Washington for the development of integrated resource plans or progress reports by consumer-owned utilities and approval of such plans or reports by the consumer-owned utilities’ governing boards each biennium; and
WHEREAS, City Light expects to prepare an Integrated Resource Plan in 2026 for the City Council which will reflect City Light’s plan to address changing circumstances affecting the region and City Light; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEATTLE, THE MAYOR CONCURRING, THAT:
Section 1. The City Council acknowledges the 2024 Integrated Resource Plan Progress Report, as developed by the City Light Department (“City Light”) and attached to this resolution as Attachment 1, and approves the 2024 Integrated Resource Plan Progress Report for the biennium September 2024 through August 2026. The Progress Report complies with the public policy objectives of The City of Seattle and the requirements of the State of Washington.
Section 2. City Light will continue to emphasize environmental leadership through its conservation programs and its compliance with the Washington Energy Independence Act and the Washington Clean Energy Transformation Act.
Section 3. On or before September 1, 2026, City Light will transmit to the City Council a 2026 Integrated Resource Plan in compliance with chapter 19.280 of the Revised Code of Washington.
