AN ORDINANCE relating to City employment; authorizing the execution of a collective bargaining agreement between The City of Seattle and the Seattle Police Management Association to be effective January 1, 2014 through December 31, 2019; amending Ordinance 125207, which adopted the 2017 Budget, by increasing appropriations to the Seattle Police Department for providing the 2014, 2015, 2016, and 2017 payments therefor; and ratifying and confirming certain prior acts; all by a 3/4 vote of the City Council.

WHEREAS, a collective bargaining agreement between The City of Seattle (City) and the Seattle Police Management Association expired on December 31, 2013; and
WHEREAS, employees represented by the Seattle Police Management Association continued to work after December 31, 2013 on condition that the subject of their wages continued to be negotiated via collective bargaining; and
WHEREAS, collective bargaining has led to an agreement concerning wages, benefits, and other conditions of employment between The City and the Seattle Police Management Association; and
WHEREAS, the City has held in reserve funding sufficient to pay the costs of the current and retroactive payroll obligations established by this ordinance;
NOW, THEREFORE,
BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS:
Section 1. As requested by the Seattle Human Resources Director and recommended by the Mayor, the Mayor is authorized on behalf of The City of Seattle to execute a collective bargaining agreement with the Seattle Police Management Association, effective January 1, 2014 through December 31, 2019, substantially in the form attached to this ordinance as Attachment 1 and identified as “Agreement By and Between The City of Seattle and Seattle Police Management Association.”
Section 2. In order to pay for necessary costs and expenses incurred or to be incurred in 2017, but for which insufficient appropriations were made due to causes that could not reasonably have been foreseen at the time of the making of the 2017 Budget, appropriations for the following items in the 2017 Budget are increased from the funds shown, as follows:

Funding for retroactive payments expected in 2018 and future year costs will be appropriated through the supplemental and annual budget process.
Section 3. Any act consistent with the authority of this ordinance taken after its passage and prior to its effective date is ratified and confirmed.
Section 4. This ordinance shall take effect and be in force 30 days after its approval by the Mayor, but if not approved and returned by the Mayor within ten days after presentation, it shall take effect as provided by Seattle Municipal Code Section 1.04.020.
