AN ORDINANCE relating to Seattle Parks and Recreation; authorizing The City of Seattle to enter into a non-government agreement with The Baseball Club of Seattle, LLLP, for the purposes of making improvements to the Rainier Playfield; and ratifying and confirming certain prior acts.

WHEREAS, Seattle Parks and Recreation (SPR) and The Baseball Club of Seattle, LLLP (the Seattle Mariners) have worked closely for decades to provide quality baseball facilities across Seattle that enhance safety and playability for the Seattle community; and

WHEREAS, the Seattle Mariners were instrumental in significant improvements at the Lower Woodland Playfield in 2004; and

WHEREAS, the Seattle Mariners and SPR have prioritized improvements to the baseball and softball fields at Rainier Playfield; and

WHEREAS, the Seattle Mariners will, at their own expense, support the conversion of two sand silt infields to synthetic turf, make improvements to the bullpen and other renovations to enhance the experience and playability for field users; and

WHEREAS, SPR and the Seattle Mariners agree that it is in the public interest and mutually beneficial to collaborate on the field improvements, an estimated cost of $1,000,000, to ensure a timely and efficient completion of this project; NOW, THEREFORE,

BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS:

Section 1. The Superintendent of Seattle Parks and Recreation (SPR), or the Superintendent’s designee, is authorized to accept, execute, and deliver on an agreement with the Seattle Mariners for the renovation of Rainier Playfield consistent with the terms and conditions contained in Attachment 1 to this ordinance. Under this agreement, SPR will undertake design review and construction inspections and the Seattle Mariners will be responsible for design and construction of the project.

Section 2. Any act consistent with the authority of this ordinance taken after its passage and prior to its effective date is ratified and confirmed.

 

Section 3. This ordinance shall take effect and be in force 30 days after its approval by the Mayor, but if not approved and returned by the Mayor within ten days after presentation, it shall take effect as provided by Seattle Municipal Code Section 1.04.020.
