Recitals:

The City of Seattle (City) will serve as a host city for the 2026 Federation Internationale de Football Association (FIFA)World Cup for six matches.

The City entered into a Host City Agreement with FIFA in 2018 as a requirement of the bid process.

The Seattle International Soccer Hosting Local Organizing Committee (SeattleFWC26) was established in 2022 at FIFA’s request to coordinate the 2026 FIFA World Cup in Seattle, jointly perform the obligations of the Host City Agreement with the City, and ensure a successful and memorable tournament.

In 2023, the City and SeattleFWC26 entered into a Mutual Support and Collaboration Agreement in Ordinance 126881, under which SeattleFWC26 agreed to indemnify the City for claims relating to the 2026 FIFA World Cup and to reimburse the City for certain costs associated with hosting the tournament pursuant to a separate written agreement.

The City and SeattleFWC26 seek to enter into an agreement (Contribution Agreement) under which SeattleFWC26 will contribute funding to support the City’s fulfillment of its obligations under the Host City Agreement.

While the City’s 2025 Amended Budget and 2026 Adopted Budget includes $13.8 million in operational and capital appropriations for event preparation expenditures to various departments, including Seattle Center, Seattle Department of Transportation, Seattle Fire Department, Seattle Parks and Recreation, and Seattle Police Department, additional resources are required to ensure a safe and successful event.

SeattleFWC26 as the local organizing committee responsible for planning, managing, and executing the 2026 FIFA World Cup games taking place in Seattle, will administer federal and state pass-through funding for reimbursement of fees and costs associated with safety and security services for the event through the FIFA World Cup 2026 Grant Program (“FWCGP”) for critical public safety-related activities administered by Seattle Police Department, Seattle Fire Department, Seattle Department of Transportation, Community Assisted Response and Engagement, Seattle Department of Information Technology, Seattle Center, and the Office of Emergency Management. Therefore,

Be it ordained by The City of Seattle as follows:

Section 1. The Mayor, or the Mayor’s designee, is authorized to execute, for and on behalf of the City, the agreement with SeattleFWC26 entitled “Contribution Agreement” attached to this ordinance as Attachment 1.

Section 2. For each item in the following table, the Mayor or the Mayor’s designee is authorized to accept non-City funding from the listed sources below; and to execute, deliver, and perform, on behalf of the City, agreements for the purposes described.  The funding, when received, shall be deposited in the receiving fund identified to support, or as reimbursement for, either the appropriations set forth in Section 3 of this ordinance or existing appropriations in the receiving department.

Section 3. Contingent upon the execution of contractual and grant agreements and receipt of the funds authorized in Sections 1 and 2 of this ordinance, the appropriations in the 2026 Budget for the following items are increased by a total of $18,076,982 from the funds shown, as follows:

Unspent funds so appropriated shall carry forward to subsequent fiscal years until they are exhausted or abandoned by ordinance.  Additionally, on December 31 annually, for each appropriation in this section, if the remaining funds are $1.00 or less, that appropriation is abandoned.

Section 4. Any act consistent with the authority of this ordinance taken after its passage and prior to its effective date is ratified and confirmed.
