Recitals:
The City of Seattle maintains a classification and compensation structure that includes job series with journey, senior, and supervisory levels, and, in some cases, journey-level titles are represented while related senior- and supervisory-level titles are not.
The City’s 2023-2026 Coalition of City Unions (CCU) labor agreement increased pay rates for represented classifications across the City.
In some classification series, negotiated increases for represented journey-level titles did not apply to related non-represented senior and supervisory titles, resulting in pay compression and pay inversion within those series.
The City seeks to maintain appropriate pay relationships between classification levels to reflect differences in responsibility and support effective supervision and retention.
Adjustments to salary grades rates of pay for certain non-represented titles are necessary to correct pay compression and inversion. Therefore,
Be it ordained by The City of Seattle as follows:
Section 1. The rates of pay for the following non-represented classifications: Animal Control Officer Supervisor, Safety & Health Supervisor, Cashier, Senior, Beach & Pool Manager, and Facility Technical Supervisor, are amended as set forth in Attachment 1 - Rates of Pay Recommendations for Impacted Titles.
Section 2. As requested by the Seattle Human Resources Director, the effective date of the rates of pay adjustments authorized by this ordinance is December 31, 2025.

This ordinance shall take effect as provided by Seattle Municipal Code Sections 1.04.020 and 1.04.070.
