AN ORDINANCE relating to City employment; authorizing the execution of a collective bargaining agreement between The City of Seattle and International Association of Fire Fighters, Local 27 AFL-CIO-CLC, for the time period of January 1, 2015, through December 31, 2018; amending Ordinance 124927, which adopted the 2016 Budget, by increasing appropriations to the Seattle Fire Department for providing the 2015 and 2016 payments therefor; and ratifying and confirming certain prior acts; all by a 3/4 vote of the City Council.

WHEREAS, the previous agreement between The City of Seattle and International Association of Fire Fighters, Local 27 AFL-CIO-CLC, that established wages, hours, benefits, and other conditions of employment expired on December 31, 2014; and
WHEREAS, employees represented by International Association of Fire Fighters, Local 27 AFL-CIO-CLC, continued to work after the agreement expired on condition that the subject of their wages, hours, benefits, and other conditions of employment continue to be negotiated; and
WHEREAS, collective bargaining has led to an agreement between The City of Seattle and International Association of Fire Fighters, Local 27 AFL-CIO-CLC; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS:
Section 1. As requested by the Seattle Human Resources Director and recommended by the Mayor, the Mayor is authorized on behalf of The City of Seattle (“City”) to execute a collective bargaining agreement between the City and International Association of Fire Fighters, Local 27 AFL-CIO-CLC, substantially in the form attached to this ordinance as Attachment 1 and identified as “Agreement by and between The City of Seattle and International Association of Fire Fighters, Local 27 AFL-CIO-CLC.”
Section 2. In order to pay for necessary costs and expenses incurred or to be incurred in 2015 and 2016, but for which insufficient appropriations were made due to causes that could not reasonably have been foreseen at the time of making the 2016 Budget, appropriations for the following items in the 2016 Adopted Budget are as follows:

Funding in 2017 and 2018 will be appropriated through the annual budget process.
Section 3. Any act consistent with the authority and prior to the effective date of this ordinance is ratified and confirmed.
Section 4. This ordinance shall take effect and be in force 30 days after its approval by the Mayor, but if not approved and returned by the Mayor within ten days after presentation, it shall take effect as provided by Seattle Municipal Code Section 1.04.020.
