Title
AN ORDINANCE relating to grant funds from non-City sources; authorizing the Director of Transportation to accept specified grants and execute related agreements for and on behalf of the City; amending Ordinance 124648, which adopted the 2015 Budget, including the 2015-2020 Capital Improvement Program (CIP); changing appropriations to the Seattle Department of Transportation; adding a new project; revising allocations for certain projects in the 2015-2020 CIP; and ratifying and confirming certain prior acts.
Body
WHEREAS in 2014, The City of Seattle (City) submitted an application to the Washington State Transportation Improvement Board FY 2016 Urban Sidewalk Program to request funds for the construction of the Greenwood Avenue North Sidewalks project; and
WHEREAS, in 2014, the City was awarded funding from the Federal Transit Administration for the South Lake Union Streetcar Maintenance project; and
WHEREAS, in 2014, the City submitted applications to the Puget Sound Regional Council 2014 Project Selection Process for the South Michigan Street Intelligent Transportation Systems (ITS), Center City Protected Bike Lanes (Phase I), Route 48 South Electrification, Center City Gateway ITS, 7th Avenue Protected Bike Lane, Low-Income Access to Bike Share Network, Renton Avenue Preservation, and Roosevelt Way Preservation projects; and
WHEREAS, in 2014, the City was awarded funds from the Washington State Department of Commerce for the Terminal 18 Permanent Comfort Facility Study; and
WHEREAS, in 2014, the City submitted applications to the Bridge Replacement Advisory Committee for the bridge seismic improvements to the NE 45th Viaduct and replacement of the Post Alley bridge; and
WHEREAS, in 2014, the Washington State Department of Transportation allocated funding to the City for the Transportation Demand Services; and
WHEREAS, in 2014, the City was awarded funds from the Washington Traffic Safety Commission for education outreach and enforcement efforts; and
WHEREAS, these grant funds require execution of agreements; and
WHEREAS, spending of these grants will begin in 2015; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS:
Section 1. On behalf of The City of Seattle, the Director of the Seattle Department of Transportation is authorized to accept the following non-City funding from the grantors listed below, and to execute, deliver, and perform agreements for the purposes described below. The funds, when received, shall be deposited in the receiving fund identified below to support, or as reimbursement for, the corresponding appropriations set forth in Sections 2 and 3 of this ordinance.

Section 2. Contingent upon the execution of grant or other funding agreements and receipt of the grant funds authorized in Section 1 of this ordinance and Section 2 of Ordinance 124676, appropriations and project allocations for the following items in the 2015 Budget are increased as follows:

These modifications shall operate for the purposes of decreasing or increasing the basis for the limit imposed by Subsection 4(c) of Ordinance 124648.
Section 3. Contingent upon the execution of grant or other funding agreement and receipt of the grant funds authorized in Section 1 of this ordinance and Section 2 of Ordinance 124676, appropriation for the following items in the 2015 budget are increased from the fund shown as follows:

Unspent funds so appropriated shall carry forward to subsequent fiscal years until they are exhausted or abandoned by ordinance.
Section 4. The Route 48th South Electrification project TC367660, as described in Attachment A, is established in the 2015 -- 2020 Adopted Capital Improvement Program.
Section 5. Any act consistent with the authority of the ordinance taken after its passage and prior to its effective date is hereby ratified and confirmed.
Section 6. This ordinance shall take effect and be in force 30 days after its approval by the Mayor, but if not approved and returned by the Mayor within ten days after presentation, it shall take effect as provided by Seattle Municipal Code Section 1.04.020.
