An ordinance relating to City employment; authorizing execution of a Memorandum of Agreement between The City of Seattle and the Professional and Technical Employees, Local 17; regarding the accretion of the Fire Protection Engineer classification series; and ratifying and confirming certain prior acts.

Recitals:

On March 10, 2025, the Washington Public Employment Relations Commission (PERC) certified the Professional and Technical Employees Local 17 (PROTEC17) as the exclusive bargaining representative for employees in the Fire Protection Engineer classification series (Fire Protection Engineer, Fire                     Protection Engineer Sr., and Fire Protection Engineer, Supervisor) at the Seattle Fire Department.

The City and PROTEC17 entered into a “Memorandum of Agreement by and between  The City of Seattle and PROTEC17 Re: Accretion of Fire Protection                     Engineer Series” (MOA), whereby The City and PROTEC17 agreed to accrete                     the Fire Protection Engineer classification series into the existing PROTEC17 -City of Seattle Strategic Advisors and Managers collective bargaining agreement. All provisions of the MOA will be applied. Additionally, the MOA agrees to provide new salary ranges, placement conditions within those ranges, and executive and merit leave, retroactive to July 7, 2025.

Separate future legislation, as required, will be forwarded by the City Budget Office to provide departmental budget appropriation authority to cover compensation items authorized in the attached collective bargaining agreement. Therefore,

Be it ordained by The City of Seattle as follows:

Section 1. As requested by the Seattle Human Resources Director and recommended by the Mayor, the Mayor is authorized on behalf of The City of Seattle to execute a Memorandum of Agreement with PROTEC17, substantially in the form attached to this ordinance as Attachment 1 and identified as the “Memorandum of Agreement by and between The City of Seattle and PROTEC17 Re: Accretion of Fire Protection Engineers Series”.

Section 2. Any act consistent with the authority of this ordinance taken prior to its effective date is ratified and confirmed.

This ordinance shall take effect as provided by Seattle Municipal Code Sections 1.04.020 and 1.04.070.
