AN ORDINANCE relating to the Seattle Municipal Court; authorizing the Judges and Directors of the Seattle Municipal Court to accept a grant and execute related agreements; amending Ordinance 126490, which adopted the 2022 Budget; changing appropriations to various departments; and ratifying and confirming certain prior acts.

WHEREAS, one-time grant funding was provided by the Washington State Legislature to the Washington State Administrative Office of the Court for disbursement to Courts throughout the state for the sole purpose of use in Therapeutic Courts and enhancement of services; and
WHEREAS, two separate grants were funded by the Washington State Administrative Office of the Court, one in the amount of $191,384 for the Therapeutic Court Coordinator and one in the amount of $175,173 for Community Justice Counselor services that help connect participants in Community Court to vital community-based treatment and services: and
WHEREAS, the Therapeutic Court Coordinator (TCC) will support the work of the Seattle Municipal Court’s (SMC's) multidisciplinary therapeutic court teams as well as provide support and coverage in daily operations, data analysis, and program innovation for SMC's therapeutic courts. The TCC will ensure excellent collaboration and encourage adherence to evidence-based practices among stakeholders and service providers; and
WHEREAS, the Community Justice Counselor (CJC) will support the work of SMC's Community Court Participants. The CJC position will be to serve as a connection between the individual and community services, working to enroll, engage, and support them in sustained community-based treatment or other needed services. Contracting with a community-based organization for this role will provide the CJC the professional support and resources necessary to deliver services most effectively to Community Court participants- particularly those who need additional support to engage in services; and
WHEREAS, the empowering state legislation requires this funding must be spent in its entirety before June 30, 2023; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS:
Section 1. The Presiding Judge and Court Administrator of the Seattle Municipal Court, or their designees, are authorized to accept non-City funding from the Washington Administrative Office of the Court, and to execute, deliver, and perform on behalf of the City of Seattle agreements reasonably deemed necessary for the receipt of two grants from the Therapeutic Court grant fund in an amount of up to $366,557.
Section 2. Contingent upon the execution of the grants or other funding agreements and receipt of the grant funds authorized in Section 1 of this ordinance, the appropriations for the following items in the 2022 Budget are increased as follows:

Section 3. Any act consistent with the authority of this ordinance taken after its passage and prior to its effective date is ratified and confirmed.
Section 4. This ordinance shall take effect and be in force 30 days after its approval by the Mayor, but if not approved and returned by the Mayor within ten days after presentation, it shall take effect as provided by Seattle Municipal Code Section 1.04.020.
