AN ORDINANCE relating to the Seattle Department of Transportation; amending Section 11.16.312 of the Seattle Municipal Code to adjust Vanpool Parking Permit Fees.

WHEREAS, Seattle Municipal Code Section 11.16.312 authorizes the Director of Transportation to implement and collect carpool and vanpool parking fees; and
WHEREAS, the current $5 per quarter vanpool parking fees for the City's public on-street vanpool parking are substantially lower than on-street carpool parking permit fees, as well as carpool and vanpool parking fees in nearby private facilities; and
WHEREAS, the City does not prioritize long-term on-street vehicle storage in areas of commercial/retail activity and high parking demand; and
WHEREAS, the City intends that on-street carpool and vanpool parking transition to off-street facilities over time; and
WHEREAS, registered vanpools in which participants share the transportation costs are a cost-effective mode of transportation for those who commute long distances and for whom mass transit may not be readily available; and
WHEREAS, Ordinance 122858 last revised carpool parking fees effective January 1, 2009 to bring them closer to market rate but did not alter existing vanpool fees; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS:
Section 1. Section 11.16.312 of the Seattle Municipal Code, enacted by Ordinance 122858, is amended as follows:
11.16.312 Carpool Parking Permit Fees
A. The Director of Transportation is authorized to issue and charge fees for any permit authorizing carpool parking in the locations listed below as follows:

(The Central Business District is that area bounded by Denny Way to the north, South Royal Brougham Way to the south, the waterfront to the west, and Interstate 5 to the east.)
B. Carpool parking permit revenue shall be deposited into the Transportation Operating Fund to be used for administration and enforcement of the Carpool Parking Program, the City's Commute Trip Reduction Plan, and related activities that promote the use of non-(( ))motorized and high-occupancy vehicles and discourage the use of motorized single-occupant vehicles.
Section 2. This ordinance shall take effect and be in force 30 days after its approval by the Mayor, but if not approved and returned by the Mayor within ten days after presentation, it shall take effect as provided by Seattle Municipal Code Section 1.04.020.
