A RESOLUTION initiating a proceeding for vacating a portion of the alley on the block between NE 45th Street, Roosevelt Way NE, NE 47th Street, and 11th Avenue NE pursuant to Chapter 35.79 Revised Code of Washington (RCW) and Seattle Municipal Code (SMC) Chapter 15.62.

WHEREAS, Sound Transit acquired property on the north side of NE 45th Street between Roosevelt Way NE and 11th Avenue NE for the construction of the U District Station as part of the Northgate Link Extension project ("Sound Transit Property"); and
WHEREAS, the Sound Transit Property is separated by a narrow alley; and
WHEREAS, it is the policy of Sound Transit to dispose of excess property for affordable housing purposes; and
WHEREAS, it is in the City's interest to support the reuse of excess property for affordable housing policy; and
WHEREAS, the City Council is interested in the option of vacating the portion of the alley that separates the portions of the Sound Transit Property before their disposition to an affordable housing developer to facilitate the production of more units of low-income housing units than if the alley were not vacated; and
WHEREAS, Revised Code of Washington Chapter 35.79, Seattle Municipal Code chapter 15.62 and the City's Street Vacation Policies provide that the Council may initiate the vacation process as an alternative to a vacation petition; and
WHEREAS, the street vacation process, as described in the City's Street Vacation Policies, requires review of the impacts and benefits of a vacation after the process is initiated; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEATTLE THAT:
Section 1. The process for vacating a portion of the alley on the block bounded by NE 45th Street, Roosevelt Way NE, NE 47th Street, and 11th Avenue NE described as follows:
