A RESOLUTION relating to the City Light Department; acknowledging the 2016 Integrated Resource Plan for future energy efficiency and power resources needed to provide reliable, cost-effective, and environmentally responsible electric power to the citizens of Seattle as conforming with the public policy objectives of The City of Seattle and the requirements of the State of Washington; and approving the plan for the biennium September 2016 through August 2018.

WHEREAS, The City of Seattle (the "City") recognizes the desire of its citizens to have adequate, reliable, cost-effective, low risk, and environmentally responsible electric power resources; and
WHEREAS, the City recognizes the need for adequate electric power resources to ensure the economic well-being, health, comfort, and safety of its citizens; and
WHEREAS, the 2016 Integrated Resource Plan ("IRP"): evaluates the reliability, financial and environmental costs, risks, and impacts of different resource strategies; ranks portfolios by how well they meet the portfolio needs; recommends a preferred portfolio that shows that energy efficiency is City Light's least costly resource to meet the portfolio needs between now and 2028 when City Light's contract with the Bonneville Power Administration ends; demonstrates that at that time, a combination of a replacement hydro contract and a small amount of wind is the least costly option to replace that large contract and meet additional portfolio needs; indicates that City Light has several IRP cycles to continue testing and decide upon a long-term resource strategy, before contract decisions would need to be made; relies upon renewable generating resources beyond energy efficiency; is fully consistent with Seattle City Council Resolution 30144 for meeting as much load growth as possible with energy efficiency and renewable resources; supports clean and safe electricity production opposing the use of fossil f...
