WHEREAS, King County Metro's Route 44 ("Route 44") is one of the highest ridership routes in Seattle, serving more than 9,300 daily riders; and
WHEREAS, Route 44 is a 10.7-mile east-west trolley bus route in North Seattle that serves the Ballard, Wallingford, and University District neighborhoods, including the University of Washington and University of Washington Medical Center, by connecting with Sound Transit's U-District and University of Washington Link Light Rail Stations; and
WHEREAS, Route 44 also connects with the top two King County Metro RapidRide routes by ridership: the E line at Aurora Avenue North/SR 99 and North 46th Street, and the D Line at 15th Avenue Northwest and Northwest Market Street; and
WHEREAS, Route 44 currently provides important connections to several major north-south transit routes and will also provide impactful connections to several future major north-south transit routes; and
WHEREAS, The City of Seattle partnered with King County Metro to improve transit reliability, reduce transit travel times, and enhance pedestrian safety and access along the Route 44 corridor (the "Project") because Route 44 is frequently impacted by traffic congestion, resulting in a slow and unreliable experience for riders; and
