A RESOLUTION recognizing the extensive effort of the Rainier Beach neighborhood to update its vision and plan for the future of the neighborhood; to advance neighborhood priorities through the completion of the "Rainier Beach Neighborhood Plan Update," a combined effort of the community and the City, that informs City policies, programs, and investments for those areas included in the Rainier Beach Neighborhood Plan Update.

WHEREAS, Seattle maintains a commitment to a partnership between neighborhoods and government in building innovative planning structures and visionary neighborhood plans; and
WHEREAS, in 1999, the City Council passed Resolution 29942 recognizing the Rainier Beach Neighborhood Plan as representing the wishes of citizens of Rainier Beach and the Rainier Beach Approval and Adoption Matrix that was the City's work program to implement the Rainier Beach Neighborhood Plan; and
WHEREAS, in 2008, the City Council adopted Ordinance 122799 that identified appropriations and outlined a process for reviewing the status of neighborhood plans and updating certain neighborhood plans in neighborhoods containing transit stations; and
WHEREAS, Rainier Beach is one of the most diverse neighborhoods in Seattle; and
WHEREAS, throughout 2010, 2011, and 2012, the Department of Planning and Development (DPD) and Department of Neighborhoods (DON) conducted broad and inclusive public outreach and engagement that included historically underrepresented communities in the Rainier Beach neighborhood; and
WHEREAS, throughout 2010, 2011, and 2012, broad community commitment was demonstrated by over 500 people participating in four community-wide events, and over 200 people participating in 11 population-specific workshops and community events (36 percent black, 18 percent white, 18 percent Asian by race; and ten percent Hispanic by ethnicity) to establish goals and strategies for the neighborhood; and
