AN ORDINANCE relating to incentivizing regional partners to develop homeless shelters; lifting a budget proviso imposed on Finance General's Reserves Budget Control Level; changing appropriations to various departments and budget control levels, and from various funds in the Budget; making cash transfers between various City funds; and amending Ordinance 124648, which adopted the 2015 Budget, including the 2015-2020 Capital Improvement Program.

WHEREAS, since 2010, the number of people sleeping without shelter in Seattle has increased nearly 42 percent, to more than 2,800 people counted in the 2015 One Night Count;
WHEREAS, the City of Seattle contributed to the formation of the Committee to End Homelessness-King County (CEH) to provide the vision and leadership required to develop and implement a plan to end homelessness throughout King County, Washington and has actively participated in and supported CEH for more than a decade;
WHEREAS, the City of Seattle is committed to ongoing cooperation with United Way of King County, King County, cities in the region, non-profit and religious organizations and other partners in the regional effort to provide shelter to homeless people and to help them secure permanent housing;
WHEREAS, the City's 2015 Adopted Budget includes $175,000 of General Subfund for incentivizing regional partners to develop homeless shelters;
WHEREAS, the City Council placed a budget proviso on these funds such that the Executive and the Human Services Department cannot expend funds until authorized by future ordinance; and
WHEREAS, the Department of Human Services is ready to proceed with a proposal to incentive regional shelter; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS:
Section 1. The restrictions imposed by the following budget proviso that limit spending on the following item are removed because the conditions in the proviso have been satisfied and they are no longer restrictions for any purpose, including those in subsection 1(c) of Ordinance 124648.

"Of the appropriation in the 2015 budget for Finance General's Reserves BCL, $175,000 is appropriated solely to incentivize regional partners to develop homeless shelter capacity, consistent with best practices and may be spent for no other purpose. Furthermore, none of the money so appropriated may be spent until authorized by future ordinance." |

Section 4. This ordinance shall take effect and be in force 30 days after its approval by the Mayor, but if not approved and returned by the Mayor within ten days after presentation, it shall take effect as provided by Seattle Municipal Code Section 1.04.020.
