WHEREAS, on October 3, 2014, the Chief of Police requested that the City Auditor conduct an audit of all Seattle Police Department (SPD) overtime use and management controls of overtime expenditures; and

WHEREAS, the City Auditor conducted an audit on Seattle Police Department overtime controls, dated April 11, 2016; and

WHEREAS, the City Auditor presented the results of the audit to the City Council’s Gender Equity, Safe Communities, and New Americans Committee (GESCNA Committee) on April 27, 2016; and

WHEREAS, in that audit, the City Auditor made 30 recommendations to improve SPD’s overtime controls, across six general categories; and

WHEREAS, those categories included overtime policies and procedures, overtime budget, operational controls for overtime processes, overtime management controls, overtime for special events, and off-duty police work; and

WHEREAS, the Seattle Police Chief concurred with the audit’s recommendations, and implementation for some of the recommendations commenced during the pendency of the audit in collaboration with the auditor; and

WHEREAS, the City Auditor typically conducts follow-ups to his report recommendations in about a year, but it serves the public interest to hear how SPD is responding to the concerns raised in the audit more immediately; and

WHEREAS, the City Auditor will be conducting a related audit regarding SPD staffing of special events, which is expected to be completed sometime in 2017; and

WHEREAS, the GESCNA Committee has the duty of providing policy direction and oversight and to deliberate and make recommendations on legislative matters relating to criminal justice and law enforcement pursuant to Resolution 31643; NOW, THEREFORE,

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEATTLE, THE MAYOR CONCURRING, THAT:

Section 1. The City Council requests that the Seattle Police Department (SPD) provide briefings to the City Council’s Gender Equity, Safe Communities, and New Americans Committee on the status of implementing the City Auditor’s overtime recommendations, starting in 2016 and continuing quarterly through the end of 2017. The briefings should at a minimum include descriptions of actions taken to date and actions remaining, as well as timelines for completion of the remaining actions.

Section 2. The content of the briefings shall generally be as follows:

A. In 2016 - An overview of how overtime is used by the department, historical use of overtime relative to SPD’s overtime budget, identification of actions expected for each of the audit’s recommendations, expected dates of completion for each of those action items, and a description of those action items completed thus far;

B. Through 2017 - Quarterly briefings corresponding to major milestones identified in SPD’s planned timeline for completion of audit recommendations.

Section 3. It is recognized that any briefings related to special events under this resolution may be informed by the completion and release of the City Auditor’s report on SPD special events.
