A RESOLUTION recognizing the extensive effort of the Rainier Beach neighborhood to update its vision and plan for the future of the neighborhood; to advance neighborhood priorities through the completion of the “Rainier Beach Neighborhood Plan Update,” a combined effort of the community and the City, that informs City policies, programs, and investments for those areas included in the Rainier Beach Neighborhood Plan Update.

WHEREAS, Seattle maintains a commitment to a partnership between neighborhoods and government in building innovative planning structures and visionary neighborhood plans; and

WHEREAS, in 1999, the City Council passed Resolution 29942 recognizing the Rainier Beach Neighborhood Plan as representing the wishes of citizens of Rainier Beach and the Rainier Beach Approval and Adoption Matrix that was the City’s work program to implement the Rainier Beach Neighborhood Plan; and

WHEREAS, in 2008, the City Council adopted Ordinance 122799 that identified appropriations and outlined a process for reviewing the status of neighborhood plans and updating certain neighborhood plans in neighborhoods containing transit stations; and

WHEREAS, Rainier Beach is one of the most diverse neighborhoods in Seattle; and

WHEREAS, throughout 2010, 2011, and 2012, the Department of Planning and Development (DPD) and Department of Neighborhoods (DON) conducted broad and inclusive public outreach and engagement that included historically underrepresented communities in the Rainier Beach neighborhood; and

WHEREAS, throughout 2010, 2011, and 2012, broad community commitment was demonstrated by over 500 people participating in four community-wide events, and over 200 people participating in 11 population-specific workshops and community events (36 percent black, 18 percent white, 18 percent Asian by race; and ten percent Hispanic by ethnicity) to establish goals and strategies for the neighborhood; and

WHEREAS, the Rainier Beach Action Coalition, Rainier Beach Merchants Association and the broader Rainier Beach community has demonstrated an ongoing commitment to carry forward neighborhood plan goals and strategies; and

WHEREAS, the Rainier Beach Urban Farm and Wetlands was an active partner in developing the Healthy Food Access, Production and Distribution goal and strategies in the updated Neighborhood Plan; and

WHEREAS, the creation of jobs and pathways for economic mobility is a high priority for the Rainier Beach community; and

WHEREAS, in 2012, the Rainier Beach community was the recipient of a Byrne Criminal Justice Innovation Grant from the U.S. Department of Justice; and

WHEREAS, in 2013, the City Council adopted Ordinance 124177 amending the Seattle Comprehensive Plan to adopt the updated neighborhood plan by incorporating changes to the Goals and Policies and the Future Land Use Map for the Rainier Beach Residential Urban Village; NOW, THEREFORE,

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEATTLE, THE MAYOR CONCURRING, THAT:

Section 1. The City recognizes the tremendous effort of all the community members who participated in the creation of the Rainier Beach Neighborhood Plan Update, throughout 2010, 2011, and 2012, as well as their deep commitment to Rainier Beach and its diverse community, and their continued collaborative work to achieve the goals of the Rainier Beach Neighborhood Plan.

Section 2. The City recognizes the completion of the “Rainier Beach Neighborhood Plan Update” as a combined effort of the community and the City, identified as Attachment 1 to this ordinance and as the document that informs City policies, programs, and investments for those areas included in the Rainier Beach Neighborhood Plan Update.

Section 3. The City recognizes the ongoing commitment and efforts of the Rainier Beach Action Coalition, Rainier Beach Merchants Association, and the broader Rainier Beach community to implement the Neighborhood Plan Update and the overall Rainier Beach community vision and priorities.

Section 4. The City indicates its intention to continue to work with the Rainier Beach neighborhood to implement the Neighborhood Plan Update and the overall Rainier Beach community vision and priorities, including collaborating with the Rainier Beach community to develop and implement an action plan for the Neighborhood Plan Update. The Council requests that the Office of Planning and Community Development (OPCD) brief the Council’s Planning, Land Use and Zoning Committee regarding progress on the Rainier Beach Action Plan in January 2017, or at a later date agreed upon by the Committee Chair and OPCD.
