A RESOLUTION amending procedures for the Evaluation of the Reuse and Disposal of the City's Real Property, to update certain portions of the procedures and expedite the disposition of properties for affordable housing development, consistent with the recommendations of the Housing Affordability and Livability Agenda (HALA) Advisory Committee adopted by the City Council in Resolution 31622.

WHEREAS, Resolution 29799, adopted in August 1998, established policies and procedures to govern the acquisition, reuse, or disposal of City real property; and
WHEREAS, the policies were last modified in April 2006 via Resolution 30862; and
WHEREAS, the Housing Affordability and Livability Agenda (HALA) Advisory Committee issued its final recommendations and report in July 2015; and
WHEREAS, the HALA Report included a recommendation to prioritize the use of surplus and underutilized public property for affordable housing; and
WHEREAS, the City Council adopted Resolution 31622, establishing a work plan to implement key recommendations of the HALA report that included using publicly owned properties for development of affordable housing and consideration of revisions to the City's policies governing the disposition of surplus properties to facilitate such efforts; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEATTLE, THE MAYOR CONCURRING, THAT:
Section 1. The Procedures for Evaluation of the Reuse and Disposal of the City's Real Property adopted by Resolution 29799 and amended by Resolution 30862, are hereby amended and revised as shown in Attachment A.
Section 2. Transition and applicability. If adopted by Council and unless otherwise provided by applicable ordinance or other law, the amendments and revisions shown in Attachment A are to apply to Excess Properties currently going through the procedures for disposal of Excess Properties, as well as future disposals of Excess Properties.
