AN ORDINANCE relating to the Central Puget Sound Regional Transit Authority ("Sound Transit"); authorizing execution of a project administration agreement between Sound Transit and The City of Seattle for the West Seattle and Ballard Link Extensions Project; and ratifying and confirming certain prior acts.

WHEREAS, in November 2016, the voters of the three-county Central Puget Sound Regional Transit Authority ("Sound Transit") approved Sound Transit 3 ("ST3"), a 25-year high-capacity system expansion plan which includes expansions of Link Light Rail to West Seattle, downtown Seattle, and Ballard, jointly referred to as the West Seattle and Ballard Link Extensions (WSBLE) project; and
WHEREAS, on May 23, 2016, in Resolution 31668, the Council and Mayor resolved, upon voter approval, to work with Sound Transit to accelerate delivery of ST3 projects in Seattle; and
WHEREAS, as affirmed by the City Council in Resolution 31788, the City and Sound Transit executed the Partnering Agreement between the Central Puget Sound Regional Transit Authority ("Sound Transit") and The City of Seattle for the West Seattle and Ballard Link Extensions Project ("Partnering Agreement") on January 5, 2018; and
WHEREAS, the Partnering Agreement provided that a companion funding agreement would be developed to provide reimbursement for certain City services in support of expedited project development; and
WHEREAS, Sound Transit has requested City support for certain management, advanced engineering, and advanced permitting services for the WSBLE project, which has entered the Alternatives Development phase, and Sound Transit has agreed to reimburse the City for its expenses incurred in connection with such work; NOW, THEREFORE,
