WHEREAS, The City of Seattle (“City”) has determined that it is important to enable digital equity, foster broadband adoption, and provide digital opportunities for all City residents, including sufficient access to electronic information, technology literacy, and the application of technology for civic engagement; and

WHEREAS, Resolution 29673 established a Technology Matching Fund Program for such purposes and identified project selection criteria and a process for selecting projects; and

WHEREAS, the City has appropriated $400,000 in the 2018 Adopted Budget (Ordinance 125475, as amended by Ordinance 125493) from the Information Technology Fund for the Community Technology Program to implement Technology Matching Fund projects funded by the Cable TV Franchise Fund; and

WHEREAS, the Community Technology Advisory Board has recommended projects for funding, and the Acting Chief Technology Officer concurs with those recommendations; NOW, THEREFORE,

BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS:

Section 1. The Mayor or the Mayor’s designee is hereby authorized to proceed with implementation of the following 12 projects on behalf of The City of Seattle:

Section 2. The Mayor or the Mayor’s designee is authorized to execute contracts and encumber funds in the amount of the allocations in Section 1 of this ordinance.

Section 3. Any portion of the $400,000 allocated to the Technology Matching Fund Program from the appropriation made from the Cable TV Franchise Fund (10101) for the Cable Television Franchise Fund Budget Summary Level (BO-IT-C1000) and from the appropriation made from the Information Technology Fund (50410) for the Digital Engagement Budget Summary Level (BO-IT-D4000) in the 2018 Adopted Budget, not spent or encumbered in 2018, shall not lapse at the end of the 2018 fiscal year but shall automatically carry over into the 2019 fiscal year until fully expended, abandoned, or reappropriated to other authorized activities; in addition, any unspent funds from an individual project may be applied to another project that meets the goals of the Digital Equity Initiative; provided, however, that the appropriations shall lapse at the end of the 2019 fiscal year unless carried over further by a future ordinance.

Section 4. Any acts done consistent with and after the passage and prior to the effective date of this ordinance are hereby ratified and confirmed.

Section 5. This ordinance shall take effect and be in force 30 days after its approval by the Mayor, but if not approved and returned by the Mayor within ten days after presentation, it shall take effect as provided by Seattle Municipal Code Section 1.04.020.
