AN ORDINANCE relating to homeless services; authorizing the Mayor to execute an interlocal agreement for the joint establishment of the King County Regional Homelessness Authority with King County and such additional parties as are eligible pursuant to terms of the interlocal agreement; approving the formation of the King County Regional Homelessness Authority by King County; and ratifying and confirming certain prior acts.

WHEREAS, The City of Seattle (City) and King County currently fund programs to provide services to homeless individuals and families, but homelessness and housing insecurity remain a chronic and serious problem; and
WHEREAS, the City and King County signed a memorandum of understanding on May 3, 2018, proposing a partnership to more effectively and consistently coordinate their provision of those services, and have received a consultant's report providing guidance on how such a joint effort could be structured; and
WHEREAS, the City and King County have determined that a public corporation devoted to the coordinated provision of services will enable and facilitate joint planning, program funding, and the establishment of standards for and accountability of programs and thereby improve the delivery of services and enhance outcomes for those receiving the services; and
WHEREAS, King County has agreed to charter the proposed public corporation; and
WHEREAS, under the Interlocal Cooperation Act, chapter 39.34 RCW, the City and other political subdivisions of the state of Washington are empowered to execute jointly any power or powers, privileges or authority exercised or capable of exercising to the extent that laws of the state or the United States permit the joint exercise or enjoyment; NOW, THEREFORE,
