AN ORDINANCE relating to City employment; authorizing the execution of a collective bargaining agreement and also a Memorandum of Agreement between The City of Seattle and the International Brotherhood of Electrical Workers Local Union No. 77; and ratifying and confirming certain prior acts.

WHEREAS, the collective bargaining agreement between The City of Seattle and the International Brotherhood of Electrical Workers Local 77 Material Controllers and the Apprenticeship Coordinators Unit expired on December 31, 2018; and

WHEREAS, employees represented by The City of Seattle and the International Brotherhood of Electrical Workers Local 77 Material Controllers and the Apprenticeship Coordinators Unit continued to work on condition that their wages, hours, benefits, and other conditions of employment continue to be negotiated; and

WHEREAS, collective bargaining has led to an agreement between The City of Seattle and the International Brotherhood of Electrical Workers Local 77 Material Controllers and the Apprenticeship Coordinators Unit; and

WHEREAS, separate legislation will be forwarded by the City Budget Office to provide department budget appropriation authority to cover compensation items authorized in the attached collective bargaining agreement; and

WHEREAS, International Brotherhood of Electrical Workers Local 77 requested voluntary recognition of the Telecom System Installers after presenting a 100 percent showing of interest among regularly appointed employees. On May 23, 2018, the City voluntarily recognizing the Telecom System Installers and accreting the positions into the Information Technology Professional Unit agreement.  The City of Seattle and the International Brotherhood of Electrical Workers Local 77 Information Professional Technology unit have agreed to wage rate increases to the Telecom System Installer job title; the agreement is memorialized in a memorandum of agreement between the parties and must be legislated; NOW, THEREFORE,

BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS:

Section 1. As requested by the Seattle Human Resources Director and recommended by the Mayor, the Mayor is authorized on behalf of The City of Seattle (City) to execute a collective bargaining agreement between the City and the International Brotherhood of Electrical Workers Local 77, substantially in the form attached to this ordinance as Attachment 1 and identified as “Agreement by and between The City of Seattle and Seattle City Light and the International Brotherhood of Electrical Workers Local No. 77 Material Controllers Unit and the Apprenticeship Coordinators Unit.”

Section 2. As requested by the Seattle Human Resources Director and recommended by the Mayor, the Mayor is authorized on behalf of the City to execute a Memorandum of Agreement between the City of Seattle and the International Brotherhood of Electrical Workers Local Union No. 77, substantially in the form attached to this ordinance as Attachment 2 and identified as “Memorandum of Agreement by and between The City of Seattle and the International Brotherhood of Electrical Workers Local Union No. 77 Information Technology Professionals Unit.”

Section 3. Any act consistent with the authority of this ordinance taken prior to its effective date is ratified and confirmed.

 

Section 4. This ordinance shall take effect and be in force 30 days after its approval by the Mayor, but if not approved and returned by the Mayor within ten days after presentation, it shall take effect as provided by Seattle Municipal Code Section 1.04.020.
